1.

OPENING

Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

2.

QUESTION PERIOD

(1)     Recent Shootings in Calgary (Councillor Jones)

I have received many telephone calls from citizens concerned about the number of recent shootings in Calgary.  Although citizens realize these are targeted shootings, there is concern that an innocent bystander may be injured.  Very little information has been forthcoming from the Calgary Police Service due to ongoing investigations and I am wondering what can be done to protect our residents?

Mayor Nenshi responded that he has been briefed by the Calgary Police Chief and Police Commission, and is confident in their ability to act with respect to gang activity within the City.  The Mayor advised he is aware that this criminal activity is concentrated in one or two neighbourhoods in Councillor Jones’ Ward, and suggested he receive a briefing from the Calgary Police Chief.

Stuart Dalgleish, General Manager, Community Services and Protective Services, advised he will discuss this matter with the Calgary Police Chief and communicate the information to Members of Council.

(2)     Conversion of Water Meters (Councillor Chabot)

The City of Calgary planned to have all flat rate residential water meters converted by the end of 2014.  Some residents were not home at the time this was scheduled to occur and could not be contacted to complete the conversion from a flat rate to a metered usage system.  Please advise what has been done to complete the conversion of the remaining water meters and indicate if there is a telephone number for residents to call?

Rob Pritchard, General Manager, Utilities and Corporate Services, responded that 97% of residents are fully metered and the remainder are being completed when there is a change in the account or the home is sold.   General Manager Pritchard indicated his Department is focusing efforts on industrial, commercial and institutional customers in terms of conservation programs.  At this time there is no concerted effort to convert the remaining meters, although citizens can call 311 to request a conversion.

(3)     Construction at Splash Parks (Councillor Farrell)

The splash parks located in The City are well loved and used over our relatively short summer, especially recently with the heat wave experienced at the beginning of July.

With the awareness that our splash parks and outdoor pools are only open two months of the year, why is construction occurring on so many of these parks in July?

Stuart Dalgleish, General Manager, Community Services and Protective Services, responded that he is aware that the splash parks and outdoor pools are extremely important to citizens.  He advised that in the summer months these parks and pools open as early as possible and hours are extended if the weather remains nice in September.   General Manager Dalgleish indicated construction work is usually performed outside of the busy season although there are situations where contract or timing requirements make this impossible.  He advised he will find out where construction is taking place over the summer months, what the inconveniences might be, and will circulate that information to Members of Council.

PRESENTATION

Eric Sawyer, Chief Financial Officer, advised Council that The City of Calgary has received a AA+ credit rating which is the best among Canadian municipalities and reflects on our strong financial management.

Mayor Nenshi congratulated Eric Sawyer, his team and City Council on this achievement and stated it was a clear indicator of how well The City’s finances are being managed.
