OPENING

 

Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

 

MOMENT OF SILENCE

 

Mayor Nenshi requested a Moment of Silence to remember and honour two great Calgarians who had recently passed.

 

Firstly, Mayor Nenshi spoke of Melvin Shannon who served as an Alderman for The City of Calgary from 1953 to 1954. Mayor Nenshi thanked Mr. Shannon for his service to Calgary and stated that Council’s thoughts were with his family at this time.

 

Mayor Nenshi than spoke of Norman Kwong. Normie, as he was known to all, was the youngest person to win a Grey Cup; the first Chinese Canadian to play in the Canadian Football League (CFL); a tremendous business person; and a former Lieutenant Governor, serving from 2005 till May 2010. Mr. Kwong desired to make his community a better place and so spent his life in community and public service. Mayor Nenshi requested that those present reflect on Mr. Kwong and the tremendous life he led which has served as an inspiration to many.

QUESTION PERIOD

 

 

Prevalence of Domesticated Rabbits in Calgary Neighbourhoods (Councillor Chu)

 

This summer, I noticed many domesticated rabbits running wild in my ward. I have also received concerns from constituents who have equated this situation to one recently faced by the Town of Canmore. As a City, what can we do and would this even fall under The City’s jurisdiction?

 

Kurt Hanson, General Manager, Community Services, responded by stating that the preponderance of rabbits in communities are Jack Rabbits, which is a feral animal. The City’s jurisdiction, under the Community Standards Bylaw as well as various other Bylaws, is specific to domesticated animals. This particular situation would fall under the jurisdiction of The Province, namely Animal and Wildlife Services. The Community Services Department would be willing to work with Council and provide additional information on how to direct citizens to ensure that their concerns are properly addressed.

 

 

INTRODUCTION

 

Councillor Chu commented that this past summer he attended a number of charity events. At several of these events he encountered a very inspiring young lady, Marigold, who is the current presiding Little Miss Calgary. Marigold has informed him that it is her aspiration to one day be a politician. Councillor Chu and Mayor Nenshi extended a warm welcome and Council’s appreciation to Marigold, in attendance at today’s Meeting with her mother, Lily, for her community involvement and service. They also encouraged her to take this opportunity to tour City Hall.

 

 

Playground Zones and Crosswalks (Councillor Magliocca)

 

My office has received numerous emails and inquiries about the lack of new playground zones and crosswalks at several of the newly opened schools. Please explain how this could have occurred, given we were aware of the situation approximately a year and a half ago?

 

Mac Logan, General Manager, Transportation, confirmed that eight new schools were opened this year, and that there were issues with two in Councillor Magliocca’s ward. These eight make up the first quarter of 34 new schools anticipated in Calgary. These concerns were raised with his staff last week and General Manager Logan has since ascertained that at one location, work was completed the day the school opened. This is not the Transportation Department’s goal; they strive to have work completed before the schools’ opening. In these particular instances there were several issues surrounding crosswalk ramps and sign installation. Sign installation occurs once construction of a boulevard has been completed and line assignments have been designated. One of the schools has temporary signage in place to denote playground zones as the line assignments have not yet been received. At the second location, construction of sidewalks, which was the responsibility of the School Board, has not been completed. Therefore, Transportation could not paint the crosswalks.

 

General Manager Logan assured Council that in the future the Transportation Department will coordinate more closely with the key parties involved, the School Board, the Transportation Department itself, and The City’s supports such as ATCO and Enmax, to determine what can be done so that this does not happen again as the safety of these children is absolutely paramount.

 

 

 

Calgary’s Residential Housing Price Stability, Forecast and Impact on City Revenue (Councillor Pootmans)

 

In the various recessions that Calgary has experienced in the last 30 to 40 years that I have been here, we have seen periods of high unemployment coincide with a drop in housing prices. However, in this recession, the average price has remained fairly stable, only dropping three to four per cent. What are the various factors, from The City’s perspective, that are contributing to this? What are the implications to house prices going forward and furthermore, what impact might this type of forecasting have on City revenues?

 

 

DISTRIBUTION

 

At the request of the City Manager, and with the concurrence of the Mayor, the Acting City Clerk distributed copies of a Memo, “RE: September 12, Combined Meeting of Council – Question Period – Administration’s Response to Councillor Pootman’s Questions on Calgary’s Residential Housing Price Stability, Forecast and Impact on City Revenue”, dated 2016 September 12.

 

 

Jeff Fielding, City Manager, stated that this question encompasses a combination of various factors which include affordability issues including renters in apartments or condominiums entering into the housing market, some mild corrections to the market, and a decrease in the number of listings. Further, in terms of The City’s business, the number of Building Permits is decreasing and this will have an impact on City revenues. The distribution provided to Council, and made available to the public, provides a more detailed explanation of this situation.

ADOPT, Moved by Councillor Demong, Seconded by Councillor Magliocca, that the City Clerk Recommendations contained in Bylaw Tabulation 36M2016 be adopted, as follows:

 

That Council:

 

1.   Give three readings to Bylaw 36M2016;

 

2.   Extend the term of all current Members of Council, including the Chairs and Vice-Chairs,       on the following Committees until 2016 December 31:

 

•   Standing Policy Committee on Community and Protective Services;

•   Standing Policy Committee on Planning and Urban Development;

•   Standing Policy Committee on Transportation and Transit;

•   Standing Policy Committee on Utilities and Corporate Services;

•   Priorities and Finance Committee, with the exception of the Chair of the Audit       Committee and the Vice-Chair as alternate;

•   Land and Asset Strategy Committee;

•   Legacy Parks Fund Steering Committee;

•   Legislative Governance Task Force, with the exception of the Chair of the Audit

    Committee;

 

3.   Select membership of the following Committees, in accordance with the Procedure Bylaw

      44M2006, as amended, at the 2016 October 24 Organizational Meeting of Council with
