    That Council direct Administration to:

    1. Bring forward a presentation to a meeting of the Community Development Committee, no later than Q4 2023, including:
      1. an overview of existing legislation, across all orders of government in Canada, aimed at preventing and addressing both systemic and other forms of discrimination based on gender identity, gender expression, and other protected grounds (including, but not limited to: provincial and federal human rights legislation, and provisions of the Criminal Code of Canada related to hate-motivated crimes), including a summary of associated challenges, gaps, and limitations;
      2. a review of literature evaluating the effectiveness of legislative and non-legislative policy tools, across all orders of government, aimed at reducing and eliminating systemic discrimination and oppression directed at marginalized communities; and
      3. any other information deemed relevant by Administration.
    1. Request the engagement of partners and interested parties (including, but not limited to: the Calgary Urban Aboriginal Advisory Committee, the Anti-Racism Action Committee, the Social Wellbeing Advisory Committee, researchers and academics, and organizations serving marginalized populations), as needed, in preparing and delivering the above presentation.
