A presentation entitled “New Policy: Providence Area Structure Plan”, dated 2020 April 01 was electronically distributed and displayed with respect to Report PUD2020-0272.

A document entitled "Late Submissions" was electronically distributed with respect to Report PUD2020-0272.

  That with respect to Report PUD2020-0272, the following be approved:

  That the Standing Policy Committee on Planning and Urban Development:

  1. Direct Administration to:
     1. Prepare a bylaw as outlined in the proposed Providence Area Structure Plan in Revised Attachment 1; and
     2. Forward the proposed bylaw, to accommodate the required advertising, and this report, directly to the 2020 April 27 Combined Meeting of Council.
  2. Recommend that Council hold a Public Hearing at the 2020 April 27 Combined Meeting of Council; and
     1. Give first reading to the proposed bylaw, the proposed Providence Area Structure Plan (Revised Attachment 1); and
     2. Withhold second and third readings of the proposed bylaw until Providence Area Structure Plan has been approved by the Calgary Metropolitan Region Board.

Secondary Suites Amnesty Period Extension, PUD2020-0407

A presentation entitled “Secondary Suites Amnesty Period Extension”, dated 2020 April 01, was electronically distributed and displayed with respect to Report PUD2020-0272.

  That with respect to Report PUD2020-0407 the Recommendations be amended by adding a Recommendation 3 as follows:

  3. Forward this item to the 2020 April 06 Combined Meeting of Council as Urgent Business.

  That with respect to Report PUD2020-0407, the following be approved, as amended:

  That the Standing Policy Committee on Planning and Urban Development recommends that Council:

  1. Approve through to 2021 December 31 a continuation of the secondary suite amnesty program, and correspondingly adopt by resolution the 2020 fee changes in Attachment 1, and 2021 fee changes in Attachment 2;
  2. Include with Council’s 2022 budget considerations a recommendation regarding whether the secondary suite amnesty program, and waived fees to support the program, should continue after 2021; and
  3. Forward this item to the 2020 April 06 Combined Meeting of Council as Urgent Business.

  That with respect to Report PUD2020-0259 the Recommendations be amended by adding a Recommendation 2 as follows:

  2. Recommendations to be brought to mid-cycle budget in November. Recommendations may also incorporate any relevant pre-COVID-19 considerations as outlined in Attachment 13.

  That with respect to Report PUD2020-0259, Recommendation 1 be approved, after amendment:

  That the Standing Policy Committee on Planning and Urban Development:

  1. Direct Administration to return to the Standing Policy Committee on Planning and Urban Development no later than 2020 October 7 with refined financial tools and incentives, respecting future financial constraints in the face of the global COVID-19 pandemic; and
