Councillor Davison called the Meeting to order at 1:02 p.m.

Councillor Davison recognized Acting General Manager, Transportation Doug Morgan on his 50th Birthday and further commented on Car 2 Go.

    That the Agenda for the 2019 December 18 Regular Meeting of the Standing Policy Committee on Transportation and Transit be confirmed.

A presentation entitled "Lime Calgary" was received for the Corporate Record with respect to Report TT2019-1374.

The following were distributed with respect to Report TT2019-1374:

  • A presentation entitled "Shared e-Bike and e-Scooter Mid-Pilot Report", dated 2019 December 18;
  • A document entitled "CNIB Foundation"; and
  • A document entitled "Canada West Segway".

The following speakers addressed Committee with respect to Report TT2019-1374:

1. Chris Schafer, Lime Calgary

2. Lui Greco, CNIB Regulatory Affairs

3. Stewart Lyons, Bird Canada

Councillor Davison left the Chair at 1:54 p.m. and Councillor Chu assumed the Chair.

Councillor Davison resumed the Chair at 2:00 p.m. and Councillor Chu returned to his regular seat in Committee.

    That with respect to Report TT2019-1374, the following be approved, after amendment:

    That the Standing Policy Committee on Transportation and Transit recommend that Council:

    1. Give three readings to the proposed bylaw to amend the Calgary Traffic Bylaw 26M96 (Attachment 3); and
    2. Develop and implement for the next phase (Spring 2020 –Fall 2020) of the e-scooter pilot, a dynamic fleet cap based on Trips per Vehicle per Day (TVD) and/or an Incentive Fleet Cap based on defined City goals.

    That the Standing Policy Committee on Transportation and Transit recommends that Council:

    1. Approve the ‘Always Available for All Ages & Abilities’ (5A) Network Guiding Principles for prioritized walking and wheeling infrastructure in Calgary.

A presentation entitled "Safety Mobility Plan Annual Report 2019", dated 2019 December 18, was distributed with respect to Report TT2019-1549.

    That with respect to Report TT2019-1549, the following be approved.

    That the Standing Policy Committee on Transportation and Transit recommends that Council:

    1. Direct Administration to report back to the Standing Policy Committee on Transportation and Transit on the Safer Mobility Annual Report 2020 by Q4 2020.

A presentation entitled "Parking Requirements Review - Scoping Report", dated 2019 December 17, was distributed with respect to Report TT2019-1554.

    That with respect to Report TT2019-1554, the following be approved:

    That the Standing Policy Committee on Transportation and Transit recommend that Council:

    1. Approve the scope of the parking requirements review as outlined in this report and direct Administration to commence work in alignment with the proposed Renewed Land Use Bylaw and New Districts Project, and Residential Parking Permit (RPP) project.
