Councillor Sharp called the Meeting to order at 9:33 a.m. on 2022 December 8.

Councillor Sharp provided opening remarks and a traditional land acknowledgment.

    That the Agenda for the 2022 December 8 Regular Meeting of the Infrastructure and Planning Committee be confirmed, after amendment, by setting Item 7.2 Multiple Municipal Historic Resource Designations - December 2022, IP2022-1255 to be heard before Item 7.1 Westbrook Communities Local Area Plan, IP2022-1146.

    That with respect to Report IP2022-1146, Attachment 2, Westbrook Communities Local Area Plan, be amended, as follows:

    1. On Map 4: Building Scale reduce the building scale on the north side of 17 Avenue SW between 24 Street W and 25A Street SW from “Low” to “Low-Modified”.
    For: (7)Councillor Demong, Councillor Sharp, Councillor Spencer, Councillor Pootmans, Councillor McLean, Councillor Chabot, and Councillor Wong

    That the Recommendations be amended by adding a new Recommendation #1, as follows, and renumbering the recommendations accordingly:

    That Administration be directed to meet with Local Area Plan community associations to identify and resolve specific density issues and report back to the 2023 January 17 Public Hearing Meeting of Council.

    Pursuant to Section 100(3) of the Procedure Bylaw 35M2017, Councillor Pootmans' proposed amendment was withdrawn by General Consent.

    That with respect to Report IP2022-1146, the following be approved, as amended:

    That the Infrastructure and Planning Committee recommend that Council:

    1. Hold a Public Hearing at the 2023 January 17 Public Hearing Meeting of Council:
      1. Give first reading to the proposed bylaw, the proposed Westbrook Communities Local Area Plan (Attachment 2, as amended); and
      2. Withhold second and third readings of the proposed bylaw until the Westbrook Communities Local Area Plan has been approved by the Calgary Metropolitan Region Board; and
    2. Following third reading of the proposed bylaw, the proposed Westbrook Communities Local Area Plan:
      1. Repeal, by bylaw, the Killarney/Glengarry Area Redevelopment Plan, the Shaganappi Point Area Redevelopment Plan, and the Westbrook Village Area Redevelopment Plan; and
      2. Amend, by bylaw, the Richmond Area Redevelopment Plan as shown in Attachment 6.

    That the Infrastructure and Planning Committee recommend that Council give three readings to each of the following proposed bylaws, to designate as a Municipal Historic Resource:

    1. the Athlone Building (Attachment 2);
    2. the Barron Building (Attachment 3);
    3. the Gray Residence (Attachment 4);
    4. the McAdam Residence (Attachment 5); and
    5. the Reliance (Armour) Block (Attachment 6).

    That pursuant to Section 6(1) of the Procedure Bylaw 35M2017, Committee suspend Section 78(2)(b) of the Procedure Bylaw to forego the dinner recess in order to complete Item 7.3 prior to recessing for the evening.

    1. Approve the Proposed Key Changes to the RouteAhead plan in Attachment 2 and direct Administration to return to Committee with a final draft of the updated RouteAhead plan for approval no later than Q2 2023.

    3. Receive the RouteAhead 10-Year Update Public Engagement What We Heard Report (Attachment 4) for information.
