A PowerPoint presentation entitled "Standing Policy Committee on Planning and Urban Development, Development Next to Freight Rail Corridors Policy", dated 2018 June 14, was distributed with respect to Report PUD2018-0663.

A Clerical correction was noted in the header of Report PUD2018-0663, in the third line by deleting the year "2017" prior to the month "June" and by substituting the year "2018".

    That with respect to Report PUD2018-0663, the following be approved: 

    That the Standing Policy Committee on Planning and Urban Development:

    Direct Administration to:

    1. Prepare an amending bylaw to Land Use Bylaw 1P2007 as outlined in Attachment 3;
    2. Forward the proposed report and bylaw directly to the 2018 July 23 Public Hearing of Council to accommodate the required advertising; and

    Recommends that Council:

    1. Hold a Public Hearing and adopt and give three readings to the proposed amending bylaw;
    2. Adopt, by resolution, the proposed Development Next to Freight Rail Corridors Policy as outlined in Attachment 1;
    3. Direct Administration to use the proposed Development Next to Freight Rail Corridors Policy Implementation Guide (Attachment 2) when making development decisions; and
    4. Direct Administration to formulate an emergency response plan to the freight rail corridors that focuses on utilizing portions of public lands, and report back to the Standing Policy Committee on Community and Protective Services no later than Q2 2019.

    That with respect to PUD2018-0514, the following be approved, after amendment:

    That the SPC on Planning and Urban Development recommend that Council direct Administration to:

    1. proceed with Option 3 Chinatown Cultural Plan / Culturally-based Local Area Plan, as presented;
    2. include the costs associated with Option 3, as identified in this report, in The City Planning & Policy 2019-2022 service plan and budget, for Council’s review and approval in 2018 November;
    3. report back to Council, through the Standing Policy Committee on Planning & Urban Development, with a detailed scope of work for Option 3 by no later than 2019 July, if budget for Option 3 is approved in the 2019-2022 service plan and budget.

    And further, that the distributions and documents received for the Corporate Record be attached to this Report prior to being forwarded to Council.

    That with respect to Report PUD2018-0696, that the following be approve:

    That the SPC on Planning and Urban Development recommend that Council:

    1. Receive this report for information.
    2. Direct Administration to bring a scoping report for the Calgary Transportation Plan and Municipal Development Plan 10-year review no later than 2018 September SPC on Planning and Urban development meeting.

    That with respect to PUD2018-0576, the following be approved, after amendment:

    That the SPC on Planning and Urban Development recommends that Council:

    1. Receive this report for information in response to Council direction outlined in NM2016-35 and NM2017-25;
    2. Delay any land sales and development on the subject parcels until such time that a comprehensive strategy for lands within the Airport Vicinity Protection Area has been established (option 3); 
    3. Amend Attachment 5, Concept Plan, and undertake any and all textual adjustments in the report and attachments, to show the northern half of parcel 2255 as a “potentially developable” parcel; and 
    4. Request that Attachment 4 remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(c), 24(1)(g), and 25(1)(b) of the Freedom of Information and Protection of Privacy Act and that Council consider Attachment 4 in camera if requested by Council.

    1. Receive this report for information; and
    2. That this item be forwarded to the 2018 July 23 Regular Public Hearing Meeting of Council, without going through Calgary Planning Commission, an amendment to Land Use Bylaw 1P2007 as proposed in Attachment 3 of this report.

    That the SPC on Planning and Urban Development recommends that Council give three readings to the proposed bylaw to amend Bylaw 11M2018 to provide for a registration renewal requirement after five years as set out in Attachment 2.

    That the Standing Policy Committee on Planning and Urban Development recommend that Council direct Administration to continue the work currently underway and consult with key stakeholders in the area including landowners and business owners, and report back to Council through the Calgary Planning Commission no later than Q1 2019 with any proposed amendments to the Banff Trail Station Area Redevelopment Plan.
