Director Fromherz called the meeting to order at 1:02 p.m.

Director Fromherz provided opening remarks and a traditional land acknowledgment.

Commissioner Small declared a conflict of interest with respect to Item 7.2.2.

A presentation entitled "LOC2023-0152 Land Use Amendment" was distributed with respect to Report CPC2023-1049.

    That with respect to Report CPC2023-1049, the following be approved:

    That Calgary Planning Commission recommend that Council give three reading to the proposed bylaw for the redesignation of 0.06 hectares ± (0.15 acres ±) located at 1903 Grand Oaks Drive SW (Plan 1402JK, Block 1, Lot 2) from Residential – Contextual One Dwelling (R-C1) District to Mixed Use – General (MU-1f1.7h11) District.

    For: (5)Director Mahler, Commissioner Pollen, Commissioner Hawryluk, Commissioner Tiedemann, and Commissioner Small
    Against: (1)Commissioner Weber
    MOTION CARRIED

Commissioner Small declared a conflict of interest and abstained from discussion and voting with respect to Report CPC2023-0941. ​

Commissioner Small left the meeting at 1:22 p.m. and returned at 1:28 p.m. after the vote was declared.

A presentation entitled "LOC2023-0204 Land Use Amendment" was distributed with respect to Report CPC2023-0941.

    That Calgary Planning Commission recommend that Council give three readings to the proposed bylaw for the redesignation of 0.06 hectares ± (0.14 acres ±) located at 1212 – 20 Avenue NW (Plan 3150P, Block 23, Lots 5 and 6) from Residential – Grade-Oriented Infill (R-CG) District to Housing – Grade Oriented (H-GO) District.

David White (applicant) answered questions of Commission with respect to Report CPC2023-1015.

    That with respect to Report CPC2023-1015, Attachment 2 be amended, as follows:

    1. Amend Section 1(d) to read as follows:

    1(d)    provide additional rules for liquor stores.”

    1. Amend Section 19, titled Liquor Store Separation Distance, by adding new subsection (3), as follows:

                “(3)      The maximum use area of a Liquor Store is 500.0 square metres.”

    1. Amend Section 19, titled Liquor Store Separation Distance, by adding new subsection (4), as follows:

    (4)      A Liquor Store must face onto Kensington Road NW.”

    That Calgary Planning Commission recommend that Council give three readings to the proposed bylaw for the redesignation of 0.59 hectares ± (1.45 acres ±) located at 110 – 18A Street NW (Plan 1612424, Block 14, Lot 37) from Direct Control (DC) District to Direct Control (DC) District to accommodate a liquor store, with guidelines (Amended Attachment 2).

    For: (6)Director Mahler, Commissioner Pollen, Commissioner Hawryluk, Commissioner Tiedemann, Commissioner Weber, and Commissioner Small

A presentation entitled "LOC2023-0153 Land Use Amendment" was distributed with respect to Report CPC2023-0970.

Scott Kruse (applicant) answered questions of Commission with respect to Report CPC2023-0970.

    That with respect to Report CPC2023-0970, the following be approved:

    That Calgary Planning Commission recommend that Council give three readings to the proposed bylaw for the redesignation of 1.99 hectares ± (4.92 acres ±) located at #1000, #3000, #4000 and #5000, 2600 – 48 Avenue NE (Condominium Plan 2210879, Units 1 to 4; Condominium Plan 2210879, Common Property) from Direct Control (DC) District to Direct Control (DC) District to allow for the additional use of Place of Worship – Small, with guidelines (Attachment 2).

    For: (6)Director Mahler, Commissioner Pollen, Commissioner Hawryluk, Commissioner Tiedemann, Commissioner Weber, and Commissioner Small

Commissioner Tiedemann left the meeting at 2:11 p.m. and returned at 2:27 p.m. after the vote was declared.

Councillor Chabot (Remote Member) joined the meeting at 2:14 p.m.

Phillip Nurse (applicant) answered questions of Commission with respect to Report CPC2023-1035.

    That with respect to Report CPC2023-1035, the following be approved, after amendment:

    That Calgary Planning Commission recommend that Council:

    1. Give three readings to the proposed closure of 0.22 hectares ± (0.54 acres ±) of road (Plan 2311119, Area ‘A’), adjacent to 914 – 50 Avenue SW, with conditions (Revised Attachment 2); and
    2. Give three readings to the proposed bylaw for the redesignation of 0.38 hectares ± (0.94 acres ±) located at 914 – 50 Avenue SW and the closed road (Plan 1710667, Area B; Plan 2311119, Area ‘A’) from Residential – Contextual One Dwelling (R-C1) District and undesignated road right-of-way to Special Purpose – School, Park and Community Reserve (S-SPR) District and Special Purpose – Recreation (S-R) District.
