Councillor Magliocca called the Meeting to Order at 9:30 a.m.

Councillor Magliocca welcomed all in attendance at today's Meeting.

    That with respect to Report PUD2017-1088, the following be approved:

    That the SPC on Planning and Urban Development:

    1. Direct that this Report be forwarded to the 2017 December 18 Regular Meeting of Council, as an item of Urgent Business; and
    2. Recommends that Council:
      1. Receive this Report for information; and
      2. Direct Administration to return, through the SPC on Planning and Urban Development, to Council in 2018 Q4 with a comprehensive Streetscape Master Plan for 33rd and 34th Avenues S.W. (Marda Loop) that will include options that are integrated with the proposed S.W. Bus Rapid Transit (BRT) route at Crowchild Trail and 33rd Avenue S.W. intersection, along with funding options.

    That Attachment 1 of Report PUD2017-1125, be amended on Page 5 of 5, by adding a twelfth item to the Chart as follows:

    "12. Setbacks

     And further, that this should be included as part of the Phase 2 work."

    That with respect to Report PUD2017-1125, the following be approved, as amended in Attachment 1 and after amendment:

    That the SPC on Planning and Urban Development recommends that Council:

    1. Direct Administration to report back to the Calgary Planning Commission no later than Q3 2018, with Land Use Bylaw amendments to address issues identified in Phase 1; and
    2. Direct Administration to report back to the SPC on Planning and Urban Development no later than Q4 2018, with results from Phase 2.

     

    And further, that Report PUD2017-1125 be forwarded, as an Item of Urgent Business, to the 2017 December 18 Regular Meeting of Council.

    That with Respect to Report PUD2017-1165, the following be approved, after amendment:

    That the SPC on Planning and Urban Development:

    1. Direct Administration to:

    a. Prepare an amending bylaw to the Land Use Bylaw as outlined as proposed text in Attachment 1;

    b. Forward the Report and proposed Bylaw directly to a Public Hearing of Council in 2018 February to accommodate the required advertising; and

    2. Recommend that Council hold a public hearing and give three readings to the proposed Land Use Bylaw Amendment.

    That, with general consent, the letters of support distributed at today's meeting with respect to Item 7.2, Infill Property Development Policy Improvements - Scoping Report, PUD2017-1125, be attached to the Report prior to being forwarded to Council.

    c. To revise advertising notifications to the public to be more visual, engaging and to use plain language, while maintaining The City of Calgary brand, and to return to Council, though  the SPC on Planning and Urban Development, no later than 2018 Q2.

    That the SPC on Planning and Urban Development:

    1. Direct Administration to:

    b. Forward the Report and proposed Bylaw directly to a Public Hearing of Council in 2018 February to accommodate the required advertising;

    c. To revise advertising notifications to the public to be more visual, engaging and to use plain language, while maintaining The City of Calgary brand, and to return to Council, though  the SPC on Planning and Urban Development, no later than 2018 Q2.

    b. Forward the Report and proposed Bylaw directly to a Public Hearing of Council in 2018 February to accommodate the required advertising; and

    2. Recommend that Council hold a public hearing and give three readings to the proposed Land Use Bylaw Amendment.

  • A revised Map 11: Building Blocks, page 22 of 36, of Attachment 1.

 

A Clerical Correction was noted to page 22 of 36 of Attachment 1 of Report PUD2017-1172, Map 11: Building Blocks, by deleting the map in its entirety and replacing with the revised Map 11, as distributed at today's Meeting.

    That Section 78(2)(a) of the Procedure Bylaw be suspended to allow Committee to complete the remainder of Report PUD2017-1172, prior to the scheduled recess.

    That under to Section 6(1) of Procedure Bylaw 35M2017, Section 77(c) be suspended, by general consent, to allow Committee to ask untimed questions of clarification.

    That the Recommendations contained in Report PUD2017-1172 be amended by adding a new Recommendation 4, as follows:

    4. Direct Administration to consider making this a statutory Station Area Plan or Area Redevelopment Plan in conjunction with the upcoming Report on Plans for 2018 Local Area Plan Work.

    That with respect to Report PUD2017-1172, the following be approved, as amended and after amendment:

    That the Standing Policy Committee on Planning and Urban Development recommends that Council:

    1. Receive the Master Plan for information;
    2. Direct Administration to use the Master Plan to evaluate development applications in the study area and to consider the goals of the Master Plan when making future infrastructure decisions pertaining to the plan area;
    3. Direct Administration to report back to Council, through the SPC on Transportation and Transit, by 2018 May, with a scope of work to further evaluate and develop an implementation plan for multi-modal transportation infrastructure needed to further support realization of the Master Plan; and
    4. Direct Administration to consider making this a statutory Station Area Plan or ARP in conjunction with the upcoming report on plans for 2018 local area plan work.

     

    And further, that the letters of support distributed at today's Meeting be attached to the Report prior to being forwarded to Council.
