MINUTES OF THE REGULAR MEETING OF THE SPC ON TRANSPORTATION AND TRANSIT, 2016 MAY 18

 

CONFIRM MINUTES, Moved by Councillor Chabot, that the Minutes of the Regular Meeting of the SPC on Transportation and Transit, held on 2016 May 18, be confirmed.

STATUS OF OUTSTANDING MOTIONS, TT2016-0533

 

CLERICAL CORRECTION

 

At the request of Administration, a clerical correction was noted to Attachment 1, page 1 of 12, sixth row, second column, to the left of Route 202 MRU SPUR Line Investigation, by deleting the date “2016 July” and by substituting with the date “2016 September”.

 

 

APPROVE, Moved by Councillor Chabot, that the Administration Recommendation contained in corrected Report TT2016-0533 be approved, as follows:

 

That the SPC on Transportation and Transit receives this report for information.

ITEMS FROM ADMINISTRATION AND COMMITTEES

 

4.1

POLICY TO GUIDE CLASS F & G SIGNS ON TRANSIT PROPERTY – DEFERRAL, TT2016-0523

 

APPROVE, Moved by Councillor Woolley, that the Administration Recommendations contained in Report TT2016-0523 be approved, as follows:

 

That the SPC on Transportation and Transit recommend that Council:

 

1.   Direct Administration to develop and bring forward a Calgary Transit Policy to guide the placement and approval of Sign – Class F and Sign – Class G on City (Transit) owned lands prior to planning applications, and return to the SPC on Transportation and Transit no later than Q1 2017; and

 

2.   Direct Administration to Amend the Land Use Bylaw to add Sign – Class F and Sign –Class G as Permitted Uses on City (Transit) owned lands within the Special Purpose – City and Regional Infrastructure (S-CRI) District, and any other affected provisions in the Land Use Bylaw.

TRANSPORTATION CORRIDOR STUDY POLICY UPDATE  - DEFERRAL, TT2016-0438

 

APPROVE, Moved by Councillor Jones, that the Administration Recommendation contained in Report TT2016-0438 be approved, as follows:

 

That the SPC on Transportation and Transit recommend that Council defer the update report on the implementation of the Transportation Corridor Study Policy and report back to the SPC on Transportation and Transit no later than Q4 2017.

GREEN LINE QUARTERLY UPDATE AND CENTRE CITY ALIGNMENT,     TT2016-0483

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed the following documents, with respect to Report TT2016-0483:

 

·        Revised Attachment 1 to Report TT2016-0483, entitled “Green Line LRT, Centre City Multiple Account Evaluation Summary Report”;

·        A pamphlet entitled “Green Line LRT Centre City”;

·        A ledger sized, colour copy of Attachment 3 to Report2016-0483, entitled “Green Line LRT Program Milestones”;

·        A letter from Darlene Jones, Planning Director of the Crescent Heights Community Association, dated 2015 September 02;

·        A letter from James A. Hughes, President of the Eau Claire Community Association, dated 2016 May 10; and

·        A letter from Darren Rempel, Development and Planning Committee Chair of the Tuxedo Park Community Association, dated 2016 June 14.

 

And further, at the request of Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of a PowerPoint presentation entitled “Green Line Quarterly Update and Centre City Alignment”, dated 2016 June 15, which is to remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(g), and 25(1)(b) and (c) of the Freedom of Information and Protection of Privacy Act.

 

DISTRIBUTION

 

At the request of Councillor Farrell and with the concurrence of the Chair, the Legislative Assistant distributed the following documents, with respect to Report TT2016-0483:

 

·         A letter, jointly written by Rosanne Hill-Blaisdell of Harvard Developments, Don Fairgrieve-Park of Bentall-Kennedy, and David Routledge of Oxford Properties, “Re: Report to Standing Policy Committee on Transportation and Transit: TT2016-0483”, dated 2016 June 15; and

·         A revised version of the above mentioned letter including an additional signee, Rob Blackwell of Anthem Properties.

 

 

Councillor Keating left the Chair at 10:34 a.m. and Councillor Chu assumed the Chair.

 

Councillor Keating assumed the Chair at 10:38 a.m. and Councillor Chu returned to his seat in Committee.

AMENDMENT, Moved by Councillor Pincott, that the Administration Recommendations contained in Report TT2016-0483 be amended by deleting Recommendation 3 in its entirety and by substituting with the following: 

 

“3.  Direct Administration to proceed with land acquisition for the full Green Line program from North Pointe to Seton based on the Green Line North route study and the Green Line Southeast preliminary design, with the exception of those properties which have already been approved for acquisition in LAS2016-05 – LAS2016-40.”

2.   Direct Administration to Report back to the SPC on Transportation and Transit no later than 2016 September with one recommended option for the Centre City alignment (excluding the Beltline) crossing the Bow River to be able to continue public engagement, refine design, risks, and cost estimating, and prepare for anticipated funding application submissions in early 2017;

 

4.   Keep the In Camera discussions and the PowerPoint Presentation entitled “Green Line Quarterly Update and Centre City Alignment”, confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(g), 25(1)(b) and 25(1)(c) of the Freedom of Information and Protection of Privacy Act.

develop a recommended plan to grade separate 25 Avenue S and the LRT tracks east of

Macleod Trail, and report back to Council through the SPC on Transportation and Transit in Q1 2018.

report back through the SPC on Transportation and Transit with a status update of the

Pathways and Bikeways Plan in December 2017.
