Councillor Carra called the Meeting to order at 9:30 a.m.

Councillor Carra provided opening remarks.

Following nomination procedures, Council Demong was elected as Vice-Chair for this meeting, by acclamation.

A presentation entitled" Bearspaw Reservoir Trilateral Task force" was distributed with respect to report IGA2019-0809.

    That with respect to Report IGA2019-0809, the following be approved:

    That the Intergovernmental Affairs Committee recommend that Council:

    1. Direct Administration to initiate public consultation on the Bearspaw Reservoir Risk Management Strategy in collaboration with Rocky View County administration; and
    2. Direct Administration to report back with the Bearspaw Reservoir Risk Management Strategy to the Intergovernmental Affairs Committee on progress no later than June 2020.

A presentation entitled "Bow Valley Mass Transit Feasibility - Next Steps," was distributed with respect to report IGA2019-0669.

    That the Intergovernmental Affairs Committee recommend that Council endorse The City of Calgary’s participation in ongoing discussions regarding mass transit between Calgary and The Bow Valley subject to the principles identified in this report.

    That with respect to Report IGA2019-0668, the following be approved:

    That the Intergovernmental Affairs Committee recommend that Council direct Administration to continue to review intermunicipal transit solutions including regional satellite park and ride lots outside of the Calgary city limits through the Calgary Metropolitan Region Board and participate in the transit subcommittee established within the Calgary Metropolitan Region Board Growth and Servicing Committee.

A document entitled "Federation of Canadian Municipalities," was distributed with respect to Verbal Report IGA2019-0722.

That with respect to Verbal Report IGA2019-0722, the Intergovernmental Affairs Committee receive the Verbal Report for information.

Councillor Demong assumed the Chair at 10:17 a.m. in order for Councillor Carra to participate in debate with respect to the following items:

  • CMRB Verbal Report IGA2019-0723;
  • CMRB - Land Use Committee Verbal Report IGA2019-0724;
  • CMRB - Intermunicipal Servicing Committee Verbal Report IGA2019-0725;

    2. That the Closed Meeting discussions remain confidential pursuant to Sections 21 (disclosure harmful to intergovernmental relations), 23 (local public body confidences), 24 (advice from officials), and 25 (disclosure harmful to economic and other interests of a public body) of the Freedom of Information and Protection of Privacy Act.

    That the Intergovernmental affairs Committee recommends that Council:

    1. Direct Administration to continue to advocate for changes to the City Charter to enable the delegation of Council authority to committees of Council; and
    2. That this presentation be attached to the verbal report and forwarded to the consent agenda of the 2019 July 22 Combined Meeting of Council.
