CONFIRM MINUTES, Moved by Councillor Colley-Urquhart, that the Minutes of the

Regular Meeting of the SPC on Utilities and Corporate Services held on 2017 January 25,

be confirmed.

That the SPC on Utilities and Corporate Services receive this report for information.

IN CAMERA, Moved by Councillor Magliocca, that in accordance with Section 197 of the Municipal Government Act and Sections 23(1)(b), 24(1)(a), 24(1)(b), 24(1)(c), 24(1)(g), 25(1)(b) and 25(1)(c) of the Freedom of Information and Protection of Privacy Act, the SPC on Utilities and Corporate Services move in camera, in the Council Boardroom, at 10:55 a.m., in order to consider several confidential matters.

	The SPC on Utilities and Corporate Services moved into public session, in Council Chambers, at 12:04 p.m. with Councillor Demong in the Chair.
RISE AND REPORT, Moved by Councillor Colley-Urquhart, that the SPC on Utilities and Corporate Services rise and report.

CHANGE TIME OF SCHEDULED RECESS Moved by Councillor Colley-Urquhart, that pursuant to Section 91(3) of the Procedure Bylaw 44M2006, as amended, the scheduled time of lunch recess be delayed in order to complete the Rise and Report motions.

DISTIRBUTION

At the request of Administration and with the concurrence of the Chair, the Legislative Assistant distributed, In Camera, copies of a PowerPoint presentation entitled “Utilities Finance Update”, dated 2017 February 22, with respect to Report UCS2017-0175, which is to remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(b), 24(1)(c), and 24(1)(g) of the Freedom of Information and Protection of Privacy Act.

APPROVE, Moved by Councillor Stevenson, that the Administration Recommendation contained in Report UCS2017-0175 be approved, as follows:

That the SPC on Utilities and Corporate Services recommends:

1. That Council receive this Report for information;

2. That Council approve Recommendations 2 and 3 contained in Report UCS2017-0175;

3. That Report USC2017-0175 be forward to the 2017 March 6 Strategic Council Meeting; and

4. Direct that the Report, recommendations, presentation and In Camera discussions remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(b), 24(1)(c), and 24(1)(g) of the Freedom of Information and Protection of Privacy Act until this matter has been resolved.

2. Request the Report, attachments and In Camera discussions remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(g), and 25(1)(b) of the Freedom of Information and Protection of Privacy Act until the report is published in the Council agenda.

APPROVE, Moved by Councillor Sutherland, that the Administration Recommendations contained in the following Reports, be adopted by omnibus motion, and that the SPC on Utilities and Corporate Services recommend that Council approve the Recommendations contained in the Reports and that the Recommendations, Reports, Attachments and the In Camera discussions remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(g), 25(1)(b) and 25(1)(c) of the Freedom of Information and Protection of Privacy Act unless The City of Calgary is required to disclose pursuant to the Expropriation Act (Alberta):
