  That with respect to Report PUD2020-0768, the following be approved:

  1. That the Standing Policy Committee on Planning and Urban Development recommend that Council:

  1. 1. Approve the amended Terms of Reference for the Urban Design Review Panel contained in Attachment 1; and
     2. Direct that the recruitment of the Urban Design Review Panel’s members be included annually in the City Clerk’s Office advertisement and recruitment campaign.

         

  2. That the Standing Policy Committee on Planning and Urban Development forward Report PUD2020-0768 as proposed urgent business to the 2020 July 20 Combined Meeting of Council.

  That with respect to Report PUD2020-0758, the following be approved:

  That the Standing Policy Committee on Planning and Urban Development recommend that Council direct Administration to:

  1. Undertake a two-year phased program (2021 – 2023) to implement the heritage area policy tools, using the recommended thresholds, through the local area planning process, Land Use Bylaw amendments, or associated land use redesignations, and return to the Standing Policy Committee on Planning and Urban Development to report on the progress in Q1 2024;
  2. Alter the City-wide Historic Resource Conservation Grant Program by:
     1. Preparing a mid-cycle budget request for a $2 million increase to the base budget and funding for the City-wide Historic Resource Conservation Grant Program from $500,000 to $2.5 million;
     2. Restructuring the grant program to direct $2 million to non-residential conservation projects with a cap of $1 million per project, and reserve $500,000 for residential projects with the existing cap of $125,000; and,
  3. Return to the Priorities and Finance Committee no later than Q1 2022 with the residential tax credit financial incentive package for consideration in the 2023-2026 budget deliberations.

By General Consent, Committee dealt with Item 7.3, PUD2020-0721 in conjunction with Item 7.4, PUD2020-0739.

The following documents were electronically distributed and displayed with respect to Report PUD2020-0721 and PUD2020-0739:

• Presentation entitled "Heritage Guidebook for Great Communities (PUD2020-0721) and North Hill Communities Local Area Plan (PUD2020-0739)", dated 2020 July 15;

  That with respect to Report PUD2020-0721 the following be approved:

  That the Standing Policy Committee on Planning and Urban Development recommend that Council:

  1. Direct Administration to revise the proposed Guidebook for Great Communities based on the work outlined in Attachment 3 and Attachment 4 and to return to the Standing Policy Committee on Planning and Urban Development no later than 2021 January, in conjunction with the North Hill Communities Local Area Plan.
  2. Direct Administration to return to the Standing Policy Committee on Planning and Urban Development with a scope for the Renewal of the Land Use Bylaw at the same time as the Guidebook for Great Communities.

  That with respect to Report PUD2020-0721, the following be approved:

  That the Standing Policy Committee on Planning and Urban Development:

  1. Direct Administration to:

  1. Revise the proposed Guidebook for Great Communities (Attachment 2 as contained in Attachment 1) to address items 1-9 as outlined in Attachment 3;
  2. Prepare a bylaw for the Guidebook for Great Communities including those changes; and
  3. Forward the proposed Bylaw, and report PUD2020-0721, to accommodate the required advertising, directly to the 2020 October 5 Combined Meeting of Council.

  2.  Recommend that Council hold a Public Hearing for the proposed bylaw at the 2020 October 5 Combined Meeting of Council:

  1. Give three readings to the proposed Bylaw;
  2. Direct Administration to use the policies of chapter 3 of the Guidebook for Great Communities throughout the built-out areas as guidelines when reviewing development permits;
  3. Direct Administration to, upon approval of the Guidebook, develop a scope for the Renewal of the Land Use Bylaw, and return to through the Standing Policy Committee on Planning and Urban Development by Q1, 2021.
  4. And bring forward urban form category refinements to the guidebook in conjunction with subsequent local area plans.

  That the Standing Policy Committee on Planning and Urban Development recommend that Council direct Administration to revise the proposed North Hill Communities Local Area Plan as outlined in Attachment 2 and Attachment 3, and to return to the Standing Policy Committee on Planning and Urban Development no later than 2021 January, in conjunction with the Guidebook for Great Communities.
