Mayor Gondek called the meeting to order at 9:36 a.m.

Mayor Gondek provided opening remarks and a traditional land acknowledgement.

Mayor Gondek recognized the National Day for Truth and Reconciliation and introduced the following guests for the Smudge and Elders’ Address and Blessing:

  • Elder Clarence Wolfleg Sr. (Agar);
  • Elder Doreen Bergum;
  • Elder Marina Crane; and
  • Elder Rod Hunter.

Mayor Gondek recognized the following members of the Indian Residential School Memorial Elders’ Advisory Group: 

  • Elder Adrian Wolfleg;
  • Elder Alice Kaquitts;
  • Elder Anne Kokak; and
  • Elder Patrick Daigneault.

Topic: Updates from the Police Chief regarding protests.

    That the Agenda for the 2024 September 23 Regular Meeting of Council be confirmed.

    That Council, for the duration of the 2024 September 23 Regular Meeting of Council, modify the standard recess times set out in Section 78 of the Procedure Bylaw to the Call of the Chair.

    That with respect to Report C2024-1070, the following be adopted:

    That Council direct the City Clerk to distribute the letter Re: Indigenous Gathering Place Update pursuant to Section 44 of the Procedure Bylaw, and add it to the Corporate Record.

  • A presentation entitled "Indigenous Procurement Part of the Social Procurement Program".

Councillor Pootmans introduced a group of Grade 6 students from Battalion Park School (Ward 6), along with their teacher, Holly Moir.

Mayor Gondek left the Chair at 10:57 a.m. and Deputy Mayor Pootmans assumed the Chair.

Mayor Gondek resumed the Chair at 11:01 a.m.

    That with respect to Report C2024-1023, the following be adopted:

    That Council:

    1. Receive the 2023-2024 White Goose Flying annual progress report for the Corporate Record; and
    2. Endorse Administration's commitment to update the White Goose Flying Report and Indigenous Policy in a manner that is inclusive of and engaging with the Treaty 7 signatory First Nations, the Métis Nation and urban Indigenous Calgarians.

    That Council direct Administration to bring an update to Council with the preferred design concept and future funding request for consideration at the budget adjustment process in 2025 November to support the delivery of the permanent Indian Residential School Memorial project.
