Mayor Gondek called the meeting to order at 4:02 p.m.

OPENING REMARKS

Mayor Gondek provided opening remarks and a traditional land acknowledgement.

CONFIRMATION OF AGENDA

  Seconded by Councillor Pootmans

  That the Agenda for the 2024 March 13 Special Meeting of Council be confirmed.

ITEMS FROM OFFICERS, ADMINISTRATION AND COMMITTEES

4.1

Notice of Motion - Plebiscite on City Wide Blanket Re-Zoning, EC2024-0373

A package of Public Submissions was distributed with respect to Notice of Motion EC2024-0373.

Councillor Chabot rose on a Question of Privilege.

The Chair acknowledged the Question of Privilege.

• Moved by Councillor Wong
  Seconded by Councillor Chu

  That with respect to Notice of Motion EC2024-0373, the following amendment be adopted:

  THEREFORE BE IT RESOLVED that Council postpone the 2024 April 22 Public Hearing Meeting of Council until Monday June 24, 2024.

  AND FURTHER BE IT RESOLVED that Council direct City Administration to plan for and prepare a vote of the electors on city wide blanket rezoning to be in held in conjunction with the Municipal Election on October 20, 2025.

  For: (3)	Councillor Carra, Councillor Demong, and Councillor Wong
  Against: (11)	Councillor Chu, Mayor Gondek, Councillor Sharp, Councillor Spencer, Councillor Walcott, Councillor Pootmans, Councillor McLean, Councillor Mian, Councillor Penner, Councillor Chabot, and Councillor Dhaliwal

  MOTION DEFEATED

  By General Consent, Council recessed to the Call of the Chair. 

  Council recessed at 5:06 p.m. and reconvened at 5:08 p.m. with Mayor Gondek in the Chair.

  That with respect to Notice of Motion EC2024-0373, the following be adopted:

  THEREFORE BE IT RESOLVED that Council cancel the 2024 April 22 Public Hearing Meeting of Council.

  AND FURTHER BE IT RESOLVED that Council direct City Administration to plan for and prepare a vote of the electors on city wide blanket rezoning to be in held in conjunction with the Municipal Election on October 20, 2025.
