AMENDMENT, Moved by Councillor Stevenson, that the Agenda for today’s Meeting be amended by bringing forward and tabling the following items to be dealt with, as the first items of business, immediately following the Confirmation of the Minutes:

 

3.5    CFD ZBR IMPLEMENTATION PLAN AND PROGRESS REPORT DEFERRAL REQUEST, CPS2016-0889; and

3.1

AMENDMENT TO ALARM SERVICES BYLAW 31M95, CPS2016-0865

 

APPROVE, Moved by Councillor Pootmans, that the Administration Recommendation contained in Report CPS2016-0865 be approved, as follows:

 

That the SPC on Community and Protective Services recommend that Council give three

Readings to the proposed Bylaw to amend the Alarm Services Bylaw 31M95 (Attachment 1).

PREVENTION INVESTMENT FUNDING RECOMMENDATIONS, CPS2016-0827

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of a PowerPoint presentation entitled, “Prevention Investment Funding Recommendations”, with respect to Report CPS2016-0827.

At the request of the Chair, the Legislative Assistant received a copy of Mark Laycock’s presentation, for the Corporate Record, with respect to Report CPS2016-0827.

 

 

APPROVE, Moved by Councillor Pincott, that the Administration Recommendations contained in Report CPS2016-0827 be approved, as follows:

 

That the Standing Policy Committee on Community and Protective Services recommend that Council:

 

1.    Approve the recommended Family Community Support Service (FCSS) allocations of $7.8 million for 2017, $6.6 million for 2018 and $6.3 million for 2019 as detailed in

Attachment 1;

 

2.    Approve the recommended Crime Prevention Investment Plan (CPIP) allocations of $676,000 in 2017 for crime prevention initiatives, as detailed in Attachment 2; and

 

3.   Authorize Administration to access up to $1 million from the FCSS Stabilization Reserve in 2017 for the purpose of funding organizations for one-time capacity building projects and emerging issues.

At the request of the Chair, the Legislative Assistant received a copy of Laurie Brunner’s presentation, for the Corporate Record, with respect to Report CPS2016-0898.

 

 

RECOGNITION

 

Ryan Jestin, Director, Calgary Community Standards, on behalf of Members of the SPC on Community and Protective Services, recognized Mario Henriques, Chief Livery Inspector, in attendance at his final meeting.  He thanked him for his contributions to the livery transport industry and wished Mario all the best in his future endeavours.

 

APPROVE, Moved by Councillor Woolley, that the Administration Recommendations contained in Report CPS2016-0898 be approved, after amendment, as follows:

 

That the Standing Policy Committee on Community and Protective Services recommend that Council:

 

1.   Endorse Accessible Taxi Review Option 1 in Attachment 2 and direct Administration to bring forward amendments to the Livery Transport Bylaw 6M2007 based on this option in 2017 Q2;

 

2.    Direct Administration to undertake an accessible transportation policy scoping Report between Calgary Transit Access and Livery Transport Services to explore opportunities to collaborate on service delivery for the accessible taxi community, and report back to Council through the SPC on Community and Protective Services no later than 2017 June.

3.4

NORTH EAST CENTRE OF COMMUNITY (GENESIS CENTRE) PROJECT CLOSE-OUT REPORT, CPS2016-0807

 

APPROVE, Moved by Councillor Stevenson, that the Administration Recommendations contained in Report CPS2016-0807 be approved, as follows:

 

That the Standing Policy Committee on Community and Protective Services recommend that Council direct Administration to:

 

1.   Approve a reduction to the Genesis Capital Project budget by relinquishing $9.6 million in budget appropriation from Recreation program 507 project 691(refer to Attachment 1 for additional information); and

 

2.    Distribute surplus funds on the project, in accordance with the terms of the Capital Funding Agreement for the Genesis Centre, toward the Environmental Event Contingency Fund, Capital Reserve, and Operating Reserve. (Refer to Attachment 2 for details).

CFD ZBR REPORT DEFERRAL REQUEST, CPS2016-0889

 

APPROVE, Moved by Councillor Pincott, that the Administration Recommendations contained in Report CPS2016-0889 be approved, as follows:

 

That the Standing Policy Committee on Community and Protective Services recommend that Council:

 

1.   Defer the report on the Calgary Fire Department’s (CFD) Zero Based Review Implementation Plan and Progress Update to no later than the 2017 February SPC on Community and Protective Services; and

 

2.    Integrate that report with the annual update on the CFD’s Sustainability Plan.
