MINUTES OF THE REGULAR MEETING OF THE SPC ON COMMUNITY AND PROTECTIVE SERVICES, 2017 MARCH 01

 

CONFIRM MINUTES, Moved by Councillor Stevenson, that the Minutes of the Regular Meeting of the SPC on Community and Protective Services, held on 2017 March 01, be confirmed.

* Following Confirmation of the Minutes, Councillor Pincott notified the Chair of a particular interest in Item 3.1, Report CPS2017-0306 on the Agenda and was entitled to vote on the item.

3.1

CALGARY ABORIGINAL URBAN AFFAIRS COMMITTEE ANNUAL UPDATE AND INDIGENOUS POLICY, CPS2017-0306

 

INTRODUCTION

 

Councillor Pincott introduced a group of 25 grade three students from Altadore School, in attendance in the public gallery, accompanied by their teacher. He advised that this week, at City Hall School, the class would be exploring the question “What makes a vibrant Community?”.

 

 

PRESENTATION AND PRAYER

                                                         

Siksika Elder Stewart Breaker, Aposoyis (Weasel Tail), of the Blackfoot Confederacy, in attendance at today’s Meeting, gave a prayer in his native Blackfoot language.

 

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of the following, with respect to Report CPS2017-0306:

 

  • A PowerPoint Presentation, entitled “Calgary Aboriginal Urban Affairs Committee Annual Report and The City of Calgary Indigenous Policy” dated 2017 April 05; and
  • A colour bound copy of the “Indigenous Policy Framework for The City of Calgary”, dated 2017 March 28.

AMENDMENT, Moved by Councillor Colley-Urquhart, that the Administration Recommendations, as amended, contained in Report CPS2017-0306 be further amended in Recommendation 2 by adding the words “for information and Adopt in Principle the” following the word “Receive” and by deleting the words “, for information” following the words “(Attachment 2)”.

APPROVE, AS AMENDED, Moved by Councillor Pincott, that the Administration Recommendations contained in Report CPS2017-0306 be approved, as amended and after amendment, as follows:

 

That SPC on Community and Protective Services recommends that Council:

 

1.    Receive Calgary Aboriginal Urban Affairs Committee’s Strategic Plan 2014 – 2023 (Attachment 1), for information;

 

2.    Receive for information and Adopt in Principle the Calgary Aboriginal Urban Affairs Committee’s Indigenous Policy Framework (Attachment 2); and

 

3.    Approve the Revised Indigenous Policy (Attachment 3), after amendment, as follows:

 

    1. Delete Section 3.1 (p), on page 6 of 13 of The Council policy in its entirety and by renumbering the definitions accordingly; and
    2. Amend Schedule 1 to the Policy, Traditional Knowledge Keeper Protocols, on page 12 of 13, Section C, Honorariums, in the last sentence by deleting the word “shall” following the word “Honorariums” and substituting with the word “will”.

3.2

SENIORS AGE-FRIENDLY STRATEGY – DEFERRAL REQUEST, CPS2017-0272

 

APPROVE, Moved by Councillor Jones, that the Administration Recommendation contained in Report CPS2017-0272 be approved, as follows:

 

That the SPC on Community and Protective Services recommends that Council defer the report on the Seniors Age-Friendly Strategy key performance indicators to be integrated with the Q4 2017 report on key seniors issues and key performance indicators.

3.3

PROPOSED 2017 SPECIAL TAX BYLAW, CPS2017-0338

At the request of Kristoffer Moen and with the concurrence of the Chair, the Legislative Assistant received for The Corporate Record Mr. Moen’s Speaker’s Notes, Re: Proposed 2017 Special Tax Levy – Citadel Community,  with respect to Report CPS2017-0338.

 

APPROVE, Moved by Councillor Colley-Urquhart, that the Administration Recommendations contained in Report CPS2017-0338 be approved, as follows:

 

That the SPC on Community and Protective Services recommend:

 

1.    That Council give three readings to the proposed 2017 Special Tax Bylaw                (Attachment 1); and

 

2.    That this Report be forwarded as an Item of Urgent Business to the 2017 April 10 Combined Meeting of Council meeting.

COMMUNITY STANDARDS BYLAW ENFORCEMENT, CPS2017-0282

 

APPROVE, Moved by Councillor Pootmans, that the Administration Recommendation contained in Report CPS2017-0282 be approved, as follows:

 

That the SPC on Community and Protective Services recommends that Council receive this report for information.

3.5

GREEN LINE CITY SHAPING UPDATE, CPS2017-0270

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of a PowerPoint presentation, entitled “Green Line City Shaping Update”, dated 2017 April 05, with respect to Report CPS2017-0270.

 

APPROVE, Moved by Councillor Stevenson, that the Administration Recommendations contained in Report CPS2017-0270 be approved, as follows:

 

That the SPC on Community and Protective Services recommends that:

 

1.    Council Receive this report for information;

 

2.    Council Direct Administration to report back through the SPC on Community and Protective Services with a City Shaping framework no later than 2017 June; and

 

3.    This report be forwarded as an Item of Urgent Business to the 2017 April 10 Combined Meeting of Council together with the associated reports of the SPC on Planning and Urban Development and the SPC on Transportation and Transit.

COMMUNITY SERVICES INFRASTRUCTURE CALGARY IMPLEMENTATION PLANS, CPS2017-0311

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of the following, with respect to Report CPS2017-0311:

 

  • A supplementary document to Attachment 2,  Re: Community Infrastructure Lifecycle incl Community Associations, dated 2017 April 03; and
  • A PowerPoint Presentation entitled “Community Services Infrastructure Calgary Implementation Plans” dated 2017 April 05.

 

 

APPROVE, Moved by Councillor Jones, that the Administration Recommendations contained in Report CPS2017-0311 be approved, as follows:

 

That the SPC on Community and Protective Services recommend that:

 

1.    Council Receive for information this report and the detailed implementation plans in Revised Attachments 2 and Attachment 3 through 8;

 

2.    Council Approve capital budget increases as per Attachment 1 to be funded by corporate capacity identified by Infrastructure Calgary;

 

3.    Council direct that Attachment 1 remain confidential pursuant to the Freedom of Information Privacy and Protection Act Sections 23(1)(b), 24(1)(a) and 24(1)(g) until all Infrastructure Calgary implementation plans related to C2017-0214 are approved; and

 

4.    This Report and Attachments be forwarded as an Item of Urgent Business to the 2017 April 10 Combined Meeting of Council for final approval.

 

And further, that the supplementary document received to Attachment 2 of Report                   CPS2017-0311, be attached to the Report prior to being forwarded to Council.
