Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

PRESENTATION(S) AND RECOGNITION(S)

 

2016 60TH ANNIVERSARY OF OUR SISTER CITY RELATIONSHIP WITH VILLE DE QUEBEC

 

Mayor Nenshi acknowledged that Ville De Quebec became our first Sister City in 1956 and this year will be the 60th Anniversary of their Sister City relationship.  He recognized that currently, The City of Calgary has six official Sister City relationships: Jaipur, India; Naucalpan, Mexico; Daqing, China; Daejeon, South Korea; Phoenix, Arizona and Québec City. The bond that has brought Calgary and Quebec City together is their diverse cultures and unique events that attract tourists from all over the world.  Since twinning of the cities, reciprocal delegations participate in the festivities of the Québec Winter Carnival in February and the Calgary Exhibition and Stampede in July. Both are considered the biggest cultural festivities in the world.  Mayor Nenshi concluded that The City issued a proclamation in January 2016 acknowledging and recognizing the 60th Anniversary and the events celebrating the milestone. Mayor Nenshi advised that on Wednesday, July 06, along with the Ville de Quebec delegation, he will be inaugurating the Calgary East Village Music Pavilion, a gift from Ville De Quebec to the City of Calgary.

QUESTION PERIOD

 

 

Canada’s 150th Anniversary Celebration (Councillor Pootmans)

 

How are the plans coming along with respect to the 150th Sesquicentennial for Canada?

 

Kurt Hanson, General Manager, Community Services, responded that this weekend there were 255,000 Calgarians who participated in the 149th Canada Day celebrations. The City is currently planning and working with the Federal and Provincial Governments with respect to additional funding opportunities for the celebration for 2017. This will kick off with New Years Eve, with the 2017 City Hall and Olympic Plaza celebrations.  He further advised that Calgary is one of the eighteen communities in Alberta that will be chosen by the Federal and Provincial Government to have an opportunity to provide a three-day event, in term of recognitions.  In preparation for these events, Calgary is working with the First Nations, Métis, Military and Francophone Albertans to put this three-day event together. The City is also partnering with Fort Calgary, East Village, Arts Common, Calgary Downtown Association, Chinatown and Bow Valley College to assist in the 2017 Celebration.  Other 2017 events include the 100th Anniversary of Passchendaele and the Vimy and Mewata Stadiums. General Manager Hanson indicated that there are community opportunities that are being explored to see how many community events can be transpired through that three- day event. Applications are being submitted to the Federal and Provincial Governments by August, in order to fulfill the 2017 Calendar.

 

Mayor Nenshi indicated, that there is capital funding available for 150 special projects, specifically in Recreation and Administration is working hard to find a couple of projects that will fit the criteria for a legacy program for Canada’s 150th Anniversary. He further indicated that on Canada Day, he expressed the success of the three gifts of service that has been progressing the past six years, and how every Canadian should take part, especially with the upcoming  150th Canadian Birthday celebration.  Everyone should think of three ways that they can better their community and their world as part of the 150th Anniversary. Mayor Nenshi called it Three Things for Canada, and it is gaining great traction being born right here in Calgary and if it works, it would mean there could be 1.5 million acts of service of both large and small over the course of 2017.

 

 

 

 

Orange Road Markings in Construction Zones (Councillor Magliocca)

 

General Manager Logan and I were talking about safety and using orange hash marks in construction zones. Now that Calgary is at a peek time of construction, can we do a pilot project sometime this year? I think it is a great idea that when you are driving and focusing straight, you will know you’re in a construction zone when the hash marks turn orange; when you’re out of the orange, you can continue at normal speed. Also, what about the fluorescent green pedestrian walk way signs, when will The City implement them?

 

General Manager, Mac Logan, Transportation, responded that Councillor Magliocca did show him photographs of another jurisdiction he was visiting and the orange road markings which are similar to construction signs.  The City has contacted that jurisdiction and talked to them about how to use them and where to use them. What the City discovered was that the orange markings were only used on divided highways, a typical type of an arrangement where there isn’t confusion with traffic coming from the opposite direction.  He indicated that The City is looking into using this in a pilot way and that there is no national standard in regard to use of these markings, but will be investigating and have not made a decision as of yet, but will update Council as soon as a decision was made. He further advised that the fluorescent signs are being adopted as a standard and Administration is looking at using them in the context of schools so it is very specific as to where the locations are.  This would be introduced as signs are life cycled out to ensure cost is minimized.

 

 

 

 

Calgary Transit Service and Delays (Mayor Nenshi)

 

I have received calls with respect to the post football game as well as post firework celebrations on the evening of July first that there was a lot of drama on Calgary Transit, due to some scheduled maintenance which lead to single tracking around Chinook Station. The Red Line had serious delays late at night.  How do we coordinate this kind of work around major City festivals to try to avoid this kind of problem in the future?

 

General Manager, Mac Logan, Transportation, advised that Calgary Transit has a calendar where they monitor all the major events that are happening around the City whether that be at McMahon Stadium, the Corral and the Saddledome. He indicated that there are updates on that Calendar every month. The challenge is completing the repairs during off peak hours and before the Calgary Stampede, with respect to the Red Line. It is Calgary Transit’s goal to have 100 percent reliability during the busiest day of the year which is the Calgary Stampede Parade.  He responded the he wasn’t aware that there was something on the evening of the 2016 July 01. The difficulty is that transit has 300,000 Calgarians a day who rely on our services which makes it hard to shut down on any day but in order to get that reliability particularly for the Calgary Stampede week it is unavoidable at times.

 

Mayor Nenshi explained his concerns were that trains were completely packed with no room to breathe at Erlton Station for a half an hour at a time.

 

General Manager Logan responded that this is exceptional and he will follow up with Council. He further indicated that it was something he heard from colleagues around the world as jurisdictions like New York City and London are introducing 24 hour service and a challenge is how to maintain the system when operating continually.

8    A Post-secondary Learning Institution requires a minimum number of motor vehicle parking stalls based on a parking study required at the time of development permit application.

 

Rules for Dwelling Unit and Live Work Unit Uses

 

9    (1)  A Dwelling Unit must only be approved in conjunction with a Live Work Unit.

 

      (2)  A Live Work Unit may incorporate only the following uses:

 

            (a)  Artist Studio;

            (b) Catering Service – Minor;

            (c) Convenience Food Store;

            (d) Counseling Service;

            (e) Fitness Centre;

            (f)   Information and Service Provider;

            (g) Instructional Facility;

            (h) Office;

            (i)   Outdoor Café;

            (j)   Print Centre;

            (k) Restaurant Food Service Only – Small;

            (l)   Retail and Consumer Service, provided any products sold are also made on the              premises or directly related to the service provided;

            (m) Specialty Food Store; and

            (n) Take Out Food Service.

 

      (3) A Live Work Unit may incorporate General Industrial – Light provided:

 

            (a)  the use does not include activities that could adversely affect the health and                 safety of the resident;

            (b)  activities do not emit odors, liquid effluents, dust, fumes, smoke, vibration, noise              or glare that may be noxious;

            (c)  corrosive chemicals, acids, and radioactive, noxious or hazardous materials or              substances are not involved in any aspect of the operation or stored in the                    premises; and

            (d)  crushing, dismantling, sorting or processing of discarded goods are not included              in the use.

 

      (4) An Environmental Site Assessment is required at the time of development permit       application for a Dwelling Unit and a Live Work Unit.

 

      (5) The minimum number of motor vehicle parking stalls is:

 

            (a) 1.0 per Dwelling Unit; and

 

            (b) the motor vehicle parking stalls, loading stalls and bicycle parking stalls –              class 1 or class 2 required under Bylaw 1P2007 for a use included in the Live              Work Unit.

 

      (6) The rule in subsection 9(5)(b) may be relaxed by the Development Authority       provided the test for a relaxation as set out in Bylaw 1P2007 is met.”

Mayor Nenshi welcomed the City of Calgary summer student employees and their mentors in attendance in the public gallery, for a special session of City Hall 101 as part of their Lunch and Learn program. Mayor Nenshi stated that as part of their summer employment experience, they are learning about how City Council works.

 

 

ADOPT, Moved by Councillor Carra, Seconded by Councillor Woolley, that the Calgary Planning Commission Recommendations contained in Report CPC2016-143 be adopted, as follows:

 

That Council:

 

1.      ADOPT the proposed amendments to the Bridgeland-Riverside Area Redevelopment Plan, in accordance with Administration’s recommendation; and

 

2.      Give three readings to the proposed Bylaw 25P2016.

2.   Authorize the Mayor to execute the Shareholder Resolution to approve the extension of the terms of Michael Whitt, Board Chair, and Simon Vincent, Vice Chair, by one year past the term limits defined in Calgary Technology Inc.’s bylaws, and to amend the bylaws to permanently exempt the Vice-President Research of the University of Calgary from term limits.
