OPENING PRAYER

 

Mayor Nenshi gave the opening prayer at today’s meeting.

 

2.

QUESTION PERIOD

 

(1)  2015 Spring Street Sweeping Program Completion (Councillor Pootmans)

 

What are the target dates for completion of The City’s 2015 Spring Street Sweeping Program and will it be completed prior to the 2015 July Calgary Stampede?

 

Doug Morgan, Acting General Manager, Transportation, advised that The City’s 2015 Spring Street Sweeping Program started in March, which is, earlier than previous years, in March, with the expectation to be completed four weeks early and is now 17 percent complete.  He acknowledged seeing good compliance from citizens with removing their vehicles from roads and the weather has also assisted the program to be ahead of schedule.  He further advised, weather permitting, the program should be completed by the end of 2015 June.

 

 

(2)  Cycle Track Operation During Rush Hour – Stephen Avenue (Councillor Chu) 

 

I have received email inquires with respect to the cycle track being open all day on Stephen Avenue including rush hour time and lunch hour. It was my understanding that the cycle track was to have restrictions during rush hour.  Why were Councillors not notified about this change and why are we proceeding with this?

 

Doug Morgan, Acting General Manager, Transportation, responded that the idea for the cycle track operating throughout the day, including lunch hour, drew from experiences from other cities around the world.  He advised that Administration will communicate to the Councillors with respect to the plan for the pilot of the cycle track and will ensure it operates in a safe manner.

 

(3)   Posting of Election Signs (Councillor Jones)

 

Can we alleviate the number of election signs posted as there are a great number of signs in my Ward specifically along 32 Avenue Northeast?

 

Stuart Dalgleish, General Manager, Community Services and Protective Services, responded that Ryan Jestin, Director, Animal & Bylaw Services, will communicate to his team to ensure that election signs are being posted in compliance with the Temporary Signs on Highways Bylaws 29M97.

At the request of Mayor Nenshi, a clerical correction was noted to the Minutes of the 2015

March 30 Regular Meeting of Council, on Page 2 of 44, Item 2.1, National Poetry Month, in the last paragraph, by deleting the word “the” prior to the words “official gift from the Mayor to visitors to the City of Calgary” and by substituting the word “an”.

  NOW THEREFORE BE IT RESOLVED that Administration provides a report on how a program where Peace Officers could provide traffic enforcement in residential areas could be implemented. This report would be presented to the SPC for Transportation and Transit no later than June 17, 2015;

 

  AND FURTHER BE IT RESOLVED that this report could include, but not be limited to:

 

a)      Best practices for traffic enforcement in residential zones;

b)      What timeframe would be required to implement a program;

c)      Where revenues from issued tickets would be allocated.

 

  AND FURTHER BE IT RESOLVED that recommendations from this report could include, but not be limited to:

 

a)      Initiating a Peace Officer Enforcement Program to respond to this growing      community challenge;

b)      Initiating a one year trial utilizing 10 current officers from Calgary Transit Service            or Bylaw with Level One Peace Officer status that would focus solely on            residential traffic enforcement.”

WHEREAS to better facilitate the workshop and focus Council, it would be best to conduct the Strategic Council Meeting off-site from Council Chambers and the Municipal Complex;

 

THEREFORE BE IT RESOLVED THAT the location of the 2015 April 20 Strategic Council Meeting be changed from Council Chambers to the Environmental Education and Ethics Centre in Ralph Klein Park.
