CHANGE TIME OF SCHEDULED RECESS, Moved by Councillor Chu, that pursuant to Section 91(3) of the Procedure Bylaw 44M2006, as amended, the scheduled time of the lunch recess be changed in order for the Committee to complete Report CPS2017-0510.

AMENDMENT, Moved by Councillor Colley-Urquhart, that Recommendation 2 contained in  Report CPS2017-0510 be amended by adding the words “, and to consider key stakeholder submissions,” following the words “Pesticide Toxicity Report”.

At the request of the of the Chair, the Legislative Assistant received for the Corporate Record documents from Administration, with respect to Report CPS2017-0510.

 

 

RECEIVE FOR THE CORPORATE RECORD

 

At the request of the Councillor Jones and with the concurrence of the Chair, the Legislative Assistant received for the Corporate Record the following documents, with respect to Report CPS2017-0510:

 

·         An email from the Brian Gibson; and

·         An email from Joel Beatson.

 

APPROVE, AS AMENDED, Moved by Councillor Woolley, that the Administration Recommendations contained in Report CPS2017-0510 be approved, as amended, and after amendment, as follows:

 

That the SPC on Community and Protective Services recommends that Council:

 

1.    Receive this Report for information; and

 

2.    Direct Administration to use the attached Pesticide Toxicity Report, and to consider key stakeholder submissions, to inform the update to the Integrated Pest Management Plan and Policy.

 

And further that all documents received at today’s meeting with respect to Report CPS2017-0510 be attached to the Report prior to being forwarded to Council.

4.3

GREEN LINE CITY SHAPING FRAMEWORK, CPS2017-0469

 

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of the following, with respect to Report CPS2017-0469:

 

·         A Revised Page 5 to Attachment 1 of Report CPS2017-0469;

·         A Revised Page 13 to Attachment 1 of Report CPS2017-0469; and

·         A PowerPoint Presentation entitled “Green Line City Shaping Framework”, dated              2017 June 07.

CLERICAL CORRECTION

 

At the Request of Councillor Colley-Urquhart a Clerical Correction was noted to page 4 of 6 contained in the Cover Report, CPS2017-0469, under the heading “Social, Environmental, Economic (External)”, by adding the words “addressing the social determinants of health and wellness” following the words “Framework speak directly to”.

 

DISTRIBUTION

 

At the request of the Councillor Colley-Urquhart and with the concurrence of the Chair, the Legislative Assistant distributed copies of Attachment 2 to Report PUD2017-0390, entitled “Eight Healthy Planning Principles”, with respect to Report CPS2017-0510.

 

 

AMENDMENT, Moved by Councillor Colley-Urquhart that the Recommendations contained in Report CPS2017-0469 be amended by replacing Recommendation 1, in its entirety, and by substituting the following:

 

1.    Adopt the City Shaping Framework in principle (Revised Attachment 1);

4.    Incorporate Health Impact Assessment practices and the Eight Healthy Planning Principles (PUD2017-0390); and

APPROVE, AS AMENDED, Moved by Councillor Woolley, that the Administration Recommendations contained in Report CPS2017-0469 be approved, as amended, as follows:

 

That the SPC on Community and Protective Services recommends that Council:

 

1.    Adopt the City Shaping Framework in principle (Revised Attachment 1);

 

2.    Direct Administration to bring this report forward to the 2017 June 26 meeting of Council along with the associated reports from the SPC on Planning and Urban Development (PUD2017-0471) and the SPC on Transportation and Transit (TT2017-0534);

 

3.    Direct Administration to report back no later than 2018 Q2 with a City Shaping strategic implementation plan that delivers city shaping priorities and resource needs for Action Plan 2019-2022 budget cycle;

 

4.    Incorporate Health Impact Assessment practices and the Eight Healthy Planning Principles (PUD2017-0390); and

 

5.    Receive Attachment 2 for Information.
