CALL TO ORDER

Mayor Nenshi called the meeting to Order at 9:33 a.m.

ELECTION OF VICE-CHAIR

Following nomination procedures, Councillor Carra was elected Vice-Chair of the Intergovernmental Affairs Committee, by acclamation.

OPENING REMARKS

The Mayor welcomed all present to the first meeting of the Intergovernmental Affairs Committee following the election of the new Council.

  That the Agenda for the 2017 December 07 Regular Meeting of the Intergovernmental Affairs Committee, be confirmed.

Report IGA2017-1166 was postponed, by general consent, to the call of the Chair.

Update on Cannabis Legalization, IGA2017-1209

Distribution with respect to Report IGA2017-1209:

• A PowerPoint presentation, submitted by Administration, entitled "Update on Cannabis Legalization", dated 2017 December 07.

 

Councillor Carra assumed the chair at 9:52 a.m.

Mayor Nenshi resumed the chair at 9: 59 a.m.

2018 Provincial Budget Submission, IGA2017-1167

• Moved by Councillor Jones

  That with respect to Report IGA2017-1167 the following be approved:

  That the Intergovernmental Affairs Committee approve the approach to The City of Calgary’s advocacy efforts around the 2018 provincial budget, as outlined in this Report.

• Moved by Councillor Carra

  That, subject to Section 197 of the Municipal Government Act, and Sections 23 and 24 of the Freedom of Information and Protection of Privacy Act, the Intergovernmental Affairs Committee move into Closed Meeting at 10:55 a.m. to consider confidential matters with respect to Report IGA2017-1235.

  MOTION CARRIED

  That, subject to Section 197 of the Municipal Government Act, the following members of Administration were in attendance, in Closed Meeting: L. McDougall (Clerk), J. Lord Charest (Clerk), B. Stevens (Advice), D. Corbin (Advice), D. Shearer (Advice), A. Kurji (Advice), A. McIntyre (Advice), D. Mercer (Legal Advice), B. Inlow (Legal Advice), C. Nkemdirim (Advice), and S. Alexander (Advice).

• The Intergovernmental Affairs Committee moved into public session, in the Legal Traditions Committee Room, at 11:24 a.m. with Mayor Nenshi in the Chair.

  That the Intergovernmental Affairs Committee rise and report.

11.1

Referral Report - Calgary Regional Partnership Membership, IGA2017-1235

• Moved by Councillor Carra

  That with respect to Report IGA2017-1235, the following be approved, after amendment:

  That the Intergovernmental Affairs Committee recommend that Council:

  1. Approve new Recommendation 1, as discussed during the Closed Meeting; and
  2. Direct that the Revised Report and the Closed Meeting discussions remain confidential subject to Sections 23 and 24 of the Freedom of Information and Protection of Privacy Act until this matter is resolved.
