This meeting was conducted in accordance with the Procedure Bylaw 44M2006, as amended.

CONFIRMATION OF AGENDA

 

AMENDMENT, Moved by Councillor Jones, that the Agenda for today’s Meeting be amended by bringing forward In Camera Item 5.3, Medical First Response Program - Verbal, IGA2016-0836, to be dealt with, In Camera, immediately following Confirmation of the Minutes.

CONFIRM MINUTES, Moved by Councillor Carra, that the Minutes of the Regular Meeting of the Intergovernmental Affairs Committee, held on 2016 September 08, be confirmed.

IN CAMERA, Moved by Councillor Stevenson, that in accordance with Section 197 of the Municipal Government Act and Sections 21(1)(a) and 24(1)(a), (b) and (c) of the Freedom of Information and Protection of Privacy Act, the Intergovernmental Affairs Committee move in camera, at  9:32 a.m., in order to consider Item 5.3, Medical First Response Program - Verbal, IGA2016-0836.

 

 

CARRIED

 

Mayor Nenshi assumed the Chair at 9:34 a.m. and Councillor Pincott returned to his seat in Committee.

 

The Intergovernmental Affairs Committee moved into public session at 9:51 a.m. with Mayor Nenshi in the Chair.

MEDICAL FIRST RESPONSE PROGRAM - VERBAL, IGA2016-0836

 

APPROVE, Moved by Councillor Stevenson, that with respect to Report IGA2016-0836, the following be approved:  

 

That the Intergovernmental Affairs Committee:

 

1.    Receive the Medical First Response Program - Verbal Report for information; and

 

2.   Direct that this Report and the In Camera discussions remain confidential pursuant to Sections 21(1)(a) and 24(1)(a), (b) and (c) of the Freedom of Information and Protection of Privacy Act.

TABLE, Moved by Councillor Chabot, that Item 3.1, Report IGA2016-0724, be tabled to be dealt with during the In Camera portion of today’s Agenda.

APPROVE, Moved by Councillor Pincott, that with respect to Verbal Report

IGA2016-0725, the following be approved:

 

That the Intergovernmental Affairs Committee receive the Federation of Canadian Municipalities (FCM) - Verbal Report, for information.

CALGARY REGIONAL PARTNERSHIP (CRP) - VERBAL REPORT, IGA2016-0726

 

APPROVE, Moved by Councillor Stevenson, that with respect to Verbal Report

IGA2016-0726, the following be approved:

 

That the Intergovernmental Affairs Committee receive the Calgary Regional Partnership (CRP) - Verbal Report, for information.

INTERMUNICIPAL COMMITTEES (IMC) - VERBAL REPORT, IGA2016-0727

 

APPROVE, Moved by Councillor Demong, that with respect to Verbal Report IGA2016-0727, the following be approved:

 

That the Intergovernmental Affairs Committee receive the Inter-Municipal Communities (IMC) - Verbal Report, for information.

URGENT BUSINESS

 

No items of Urgent Business were added to today’s Meeting.

 

 

 

IN CAMERA, Moved by Councillor Stevenson, that in accordance with Section 197 of the Municipal Government Act and Sections 16(1), 21(1)(a) and (b), 23(1)(b), and 24(1)(a),(b) and (c) of the Freedom of Information and Protection of Privacy Act, the Intergovernmental Affairs Committee move in camera, at 10:31 a.m., in order to consider several confidential matters.

The Intergovernmental Affairs Committee moved into public session at 11:47 a.m. with Councillor Pincott in the Chair.

5.1

AFFORDABLE HOUSING FEDERAL AND PROVINCIAL UPDATE, IGA2016-0789

 

DISTRIBUTION

 

At the request of Administration and with the concurrence of the Mayor, the Legislative Assistant distributed copies of a document which is to remain confidential pursuant to Section 16(1) and 24(1)(b) of the Freedom of Information and with Protection of Privacy Act, with respect to Report IGA2016-0789.

 

APPROVE, Moved by Councillor Cara, that the Administration Recommendations contained in Report IGA2016-0789 be approved, after amendment, as follows:

 

That the Intergovernmental Affairs Committee:

 

1.    Approve the Administration Recommendations 1 and 2, including a revised Attachment 2, and corrected Attachment 3, contained in Report IGA2016-0789; and

 

2.    Direct that this report, distribution, and its attachments remain confidential pursuant to Sections 16(1) and 24(1)(b) of the Freedom of Information and Protection of Privacy Act until a proposal has been agreed upon with the Provincial and Federal Governments and announced to the public.

5.2

CITY CHARTER UPDATE - VERBAL REPORT, IGA2016-0728

 

Mayor Nenshi left the Chair at 11:34 a.m. and Councillor Pincott assumed the Chair.

 


 

APPROVE, Moved by Councillor Stevenson, that with respect to Report IGA2016-0728, the following be approved:  

 

That the Intergovernmental Affairs Committee:

 

1.    Receive the City Charter Update – Verbal Report for information; and

 

2.   Direct that the Verbal Report and the In Camera discussions remain confidential pursuant to Sections 21(1)(a) and (b), 23(1)(b), and 24(1)(a), (b) and (c) of the Freedom of Information and Protection of Privacy Act.
