Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

 

2.

PRESENTATION(S) AND RECOGNITION(S)

 

WARD 14 ESSAY CONTEST WINNER

 

Mayor Nenshi invited Councillor Demong to introduce the winner of the 5th Annual Ward 14 Wordsmith Award.

 

Councillor Demong expressed that hundreds of students visit City Council every year and in grade six, they study municipal government. He explained that the 5th Annual Ward 14 Wordsmith contest was held to inspire interest on municipal government and invited the students to submit essays answering the question, “Why should I care about Municipal Government?”

 

Councillor Demong introduced a group of grade six students from Prince of Wales School, accompanied by their teacher, Mrs. Armstrong-Shaver, in attendance in the public gallery.

 

The essays displayed understanding and some were very inspiring, and one entry stood out from the others. Councillor Demong shared the winning essay by Ian Samuel Benham entitled “Why should I care about Municipal Government”. He invited Mr. Benham, as winner of the 2016 edition of the Annual Ward 14 Wordsmith Award, to come forward to accept his award, a signed Johnny Gaudreau jersey from the Calgary Flames and to accept congratulations from Mayor Nenshi and Members of Council.

 

INTRODUCTION

 

On behalf of Members of Council, Mayor Nenshi welcomed the Honourable Sarah Hoffman, Minister of Health and Deputy Premier of Alberta and Dr. Verna Yiu, President and CEO of Alberta Health Services, in attendance in the public gallery.

 

RECOGNITION

 

Mayor Nenshi, on behalf of Members of Council, acknowledged Jeff Fielding who has been recognized by the Canadian Association of Municipal Administrators for his fifteen years of municipal service in a management capacity. Mayor Nenshi thanked Mr. Fielding for everything he has done for the City of Calgary and for the other communities he served.

QUESTION PERIOD

 

 

(1)        Budget for Operating Costs (Councillor Pootmans)

 

In the context of our discussions on the 2017 tax rate, we are looking at what the operating costs are for capital projects that we might be intending. My understanding is that we typically have a billion dollar capital budget for The City of Calgary. What is the required budget for the operation of those assets that we need to be looking into on an annual basis?

 

Eric Sawyer, Chief Financial Officer, responded that deriving the exact amount is very difficult as different areas of the city grow different ways. He further advised that some capital investments have different operating costs to them and some capital investments are intensive on the operating while some are not. CFO Sawyer mentioned that his department derived a potential range of one to two percent over a period of time but to pick a single number is very difficult because of the many uncertainties. He noted that Administration is working through all the information and will provide their findings at the 2016 June 27 Strategic Meeting of Council.

 

 

(2)        Assessment and Tax Bill Inquiries (Councillor Jones)

 

2016 property and business assessment notices went out on 2016 January 5 and property and business owners had until 2016 March 7 to file a complaint, but the actual dollar figure on the taxes were not available until the first week of 2016 June. A business owner in my ward didn’t have a problem with his assessment but has a problem with the tax bill. He receives no services from the City in terms of sewer or power, but his taxes went up $40,000 in 2016. Is there anything that we can do for people that don’t understand their assessment and that once they get their bill, it is too late to file an appeal?

 

Eric Sawyer, Chief Financial Officer, confirmed that assessment notices were mailed out in early 2016 January and a 60 day complaint period exists. From the tax point of view, CFO Sawyer explained that the actual 3.5 % tax rate imposed by City Council and the provincial portion cannot be appealed. He encouraged everyone who wanted more information and needed help in understanding their tax bill to contact 311 or visit the City website. CFO Sawyer noted that the issue is that what is being shown on the tax bills is not telling the whole story, so, owners are welcome to contact The City, who will explain how their tax bill is calculated. He advised that if an error is found, Administration can take action on it. As for Councillor Jones’ specific constituent, CFO Sawyer requested the individual’s name so Administration can contact them and go through their tax bill.

 

 

 

(3)        Angle Parking in Cul-de-Sacs (Councillor Chu)

 

Recently my office has been receiving complaints about tickets issued for parking in a cul-de-sac on an angle and these citizens have been angle parking for many years. Is there a new policy or a change that is being enforced with respect to angle parking?

 

Mac Logan, General Manager, Transportation, advised that The City of Calgary Parking Bylaw 41M2002 states that the default is that you have to park parallel to the curb and in Section 5, angle parking is allowed only when a sign indicating that angle parking is permitted or required is present and guidelines may or may not be visible on the roadway. GM Logan also referred to Section 3, wherein it states that parking is not allowed with 1.5 metres of an access to a garage, private road or driveway. GM Logan advised that residents in a cul-de-sac get together and petition The City for signs to allow angle parking in their area.  He stated that this parking enforcement is generally not enforced and is normally done only on a complaint basis. So in the case of the residents who were ticketed, they might have had a complaint from a neighbor who was obstructed and technically, angle parking is against the bylaw unless specifically signed.

1.    Receive the briefing from the Integrity and Ethics Office for information and keep the briefing and in camera discussion confidential pursuant to Sections 16(1), 23(1) and 24(1) of the Freedom of Information and Protection of Privacy Act;

 

2.    Reconsider its decision contained in the 2016 March 14, Regular Meeting of Council, with respect to recommendation number 4 of Report C2016-0246, Integrity Commissioner Selection Committee Report, requesting that the Ethics Advisor and Integrity Commissioner provide a report to Council no later than 2016 June, such report to include a proposed enhanced terms of reference for their positions, a plan to transition responsibility for The City’s whistle-blower program as it relates to Council members from the City Auditor’s Office to the Integrity and Ethics Office and proposed amendments to bylaws if required; and
