CONFIRM AGENDA, Moved by Councillor Pootmans, that the Agenda for the

2017 February 01 Regular Meeting of the SPC on Community and Protective Services be confirmed.

MINUTES OF THE REGULAR MEETING OF THE SPC ON COMMUNITY AND PROTECTIVE SERVICES, 2016 NOVEMBER 30

 

CONFIRM MINUTES, Moved by Councillor Jones, that the Minutes of the Regular Meeting of the SPC on Community and Protective Services, held on 2016 November 30, be confirmed.

CALGARY RIVER ACCESS STRATEGY, CPS2017-0103

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed the following, with respect to Report CPS2017-0103:

 

  • A PowerPoint presentation, entitled “Calgary River Access Strategy”, dated

2017 February 01;

  • A letter of support from Ross Moses, President, Trout Unlimited Canada – Bow River Chapter;
  • A letter of support from Aaron Feltham, General Manager of Bow River Troutfitters, dated 2017 January 23; and
  • A letter of support from Michael Kenny, President, Calgary River Valleys.

 

 

RECEIVE FOR THE CORPORATE RECORD

 

At the request of the Chair, the Legislative Assistant received a copy of a Survey Report, entitled “2015 Bow River Brown Trout Redd Survey”, dated 2016 October, for the Corporate Record, with respect to Report CPS2017-0103.

APPROVE, Moved by Councillor Keating, that the Administration Recommendations contained in Report CPS2017-0103 be approved, as follows:

 

That the SPC on Community and Protective Services recommend that Council:

 

1.    Receive the Calgary River Access Strategy report for information; and

 

2.    Direct Administration to forward a business case for the high priority river access sites (Attachment 2) for consideration as part of the Investment Plan being brought forward by Infrastructure Calgary in Q1 or Q2 2017.

3.2

CALGARY FIRE DEPARTMENT ZERO-BASED REVIEW AND SUSTAINABILITY PLAN UPDATE, CPS2017-0013

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed a PowerPoint presentation, entitled “Calgary Fire Department Sustainability Plan and Zero-Based Review Process Update (2016)”, with respect to Report CPS2017-0013.

APPROVE, Moved by Councillor Pootmans, that the Administration Recommendation contained in Report CPS2017-0013 be approved, as follows:

 

That the SPC on Community and Protective Services recommend that Council receives the Calgary Fire Department Sustainability Plan and Zero-Based Review Progress Update for information.

INVESTING IN PARTNERSHIP POLICY, CPS2017-0094

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of Revised Pages 5 and 6 contained in Attachment 1, to Report CPS2017-0094.

APPROVE, Moved by Councillor Pootmans, that the Administration Recommendations contained in Report CPS2017-0094 be approved, as follows:

 

That the SPC on Community and Protective Services recommend that Council:

 

1.    Approve the Investing in Partnerships Policy (Attachment 1); and

 

2.    Approve that the following policies be rescinded: Autonomous Bodies Policy and

Framework (CSPS035) (Attachment 2), Civic Partners Review Reserve – Terms of

Reference Policy (CSPS005) (Attachment 3), and Federation of Calgary Communities

(CSPS009)(Attachment 4).

At the request of the Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of a Revised Page 3 of 5 contained in Report CPS2017-0102 and a copy of a PowerPoint presentation, entitled “Calgary Tree Disaster – Recovery and Restoration Annual Update”, dated 2017 February 01, with respect to Report CPS2017-0102.

APPROVE, Moved by Councillor Chu, that the Administration Recommendations contained in Report CPS2017-0102 be approved, as follows:

 

That the SPC on Community and Protective Services recommend that Council:

 

1.    Receive for information the Calgary Tree Disaster – Recovery and Restoration Annual Update; and

 

2.    Direct Administration to report back to Council, through the SPC on Community and Protective Services, no later than 2018 Q1 on the Recovery and Restoration progress.
