OPENING

                     

Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting and recognized that this week marks the 100th Anniversary of the Battle of Vimy Ridge which, in many ways, forged this Country and who we are as a community. Mayor Nenshi further recognized Councillor Colley-Urquhart for acting as Deputy Mayor at the parade held on 2017 April 01 and expressed his gratitude to all Councillors for taking the time to participate in various events commemorating this incredibly important Anniversary.

 

 

2.

QUESTION PERIOD

 

1)    Street Cleaning Program Update (Councillor Pootmans)

The street cleaning program is currently underway and there has been positive feedback. Could Administration provide Council with an update on the current progress of the street cleaning program?

 

Mac Logan, General Manager, Transportation, commented that, overall, the street cleaning program is on track with three of the five districts on schedule; the North East district is slightly ahead of schedule while the City Centre district is currently a day behind schedule.  Additionally, General Manager Logan reported that as of Friday, 379 vehicles have been tagged and 314 vehicles have been towed. This is an increase, in terms of towing, from last year.  The Downtown City Centre has a compliance rate of approximately 80 per cent in terms of vehicle removal. This is a decrease from last year and has resulted in the crews being behind schedule. GM Logan advised that to ensure the program moves forward in an efficient manner, Calgarians need to adhere to the program signs and this assist The City in completing the necessary work

 

 

2)    Variable Rates for Storm Water Management (Councillor Keating)

A recent article entitled “Rethinking Storm Water” in Renew Magazine explains how local governments in Canada are struggling with storm water management challenges from financial and infrastructure perspectives.  The article states that most local governments in Canada fund storm water management through property taxes and this often has nothing to do with usage or the contribution to the runoff of the storm water ponds.  The authors present user pay models based on the volume of storm water that is generated and discuss ways that these models can be more permeable.  Has The City investigated a variable rate for storm water according to the development that is in an area?

 

Rob Pritchard, General Manager, Utilities and Environmental Protection, stated that Administration has researched a variable rate for storm water management and this is the model that The City is moving towards.  GM Pritchard explained that the drainage line of services has been fully self-supporting in all of its operating and capital costs through the drainage charge included on every customer’s utility bill, approximately $14.00 per month. GM Pritchard indicated that different users create different burdens on the system and The City would like to include an incentive, or encouragement, towards low-impact development.

 

 

 

The Department is embarking on a cost-of-service study which will inform the needed flat rate for 2019-2022.  Once the revenue requirements are understood, and taking into consideration the current pressures on operating and capital budgets for the storm water line of service, the Department will formulate a variable charge that can be applied to reflect a customer’s usage or burden on the storm water system. A significant amount of engagement will be required to ensure that the rate is fair and equitable, but it is anticipated that those who will be most impacted will be industrial, commercial and institutional customers. 

 

 

3)   The role of Calgary Housing Corporation and the City in addressing rising housing costs for income transitioning seniors (Councillor Carra)

 

For those seniors living in Calgary Housing that are transitioning from  Assured Income for the Severely Handicapped (AISH) to pension income, their rent nearly doubles as a result of the calculation of the subsidy. During this transition, due to re-calculations and changing rules, seniors also face financial challenges in terms of other government provided services. What is The City and Calgary Housing Corporation’s role in addressing rising housing costs for those seniors transitioning from AISH to pension income?

 

Kurt Hanson, General Manager, Community Services, responded that he has raised this particular issue with the Provincial Government, through Alberta Seniors and Housing, and, to that effect, a meeting has been arranged to explore options. This meeting will specifically focus on regulatory changes proposed by the Calgary Housing Corporation, with involvement from The City of Calgary, but will require approval from the Province.  GM Hanson further advised this is the beginning of the advocacy discussion with the Province and a more detailed briefing will be provided to Council at a future date.

At the request of Councillor Chu, and with the concurrence of the Mayor, the City Clerk distributed copies of a letter from Naim Ali, Steinbock Development Corporation Ltd.,        Re: March 15, 2017 SPC on Transportation and Transit Agenda Item 3.5 Review and Update of the 2012 Airport Trail Functional Planning Study, TT2017-0168 (the “Report”), dated 2017 March 14, with respect to Report TT2017-0168.

 

 

AMENDMENT, Moved by Councillor Chu, Seconded by Councillor Demong, that the SPC on Transportation and Planning Recommendations contained in Report TT2017-0168, be amended by adding new Recommendations 4 and 5, as follows:

 

“4.   Direct Administration to negotiate any amendments to the Airport Tunnel Sublease Agreement necessary to incorporate the 2017 Airport Trail Functional Planning Study and designate approval authority for the amendments related to the 2017 Airport Trail Functional Planning Study to the GM Transportation; and

FLOOD MITIGATION MEASURES ASSESSMENT REPORT AND 2016 FLOOD RESILIENCY UPDATE, UCS2017-0266

 

ADOPT, Moved by Councillor Demong, Seconded by Councillor Carra, that the SPC on Utilities and Corporate Services Recommendations contained in Report UCS2017-0266, be adopted, as follows:

 

That Council direct Administration to:

 

1.    Work with Council to advocate for an upstream reservoir and continuation of the Provincial-TransAlta operational agreement for the Bow River;

 

2.    Continue supporting the development of the Springbank Off-stream Reservoir on the Elbow River by the Province;

 

3.    Develop an implementation and funding plan for community level flood mitigation and report back to Council through the SPC on Utilities and Corporate Services or the Priorities and Finance Committee by Q2 2017;

 

4.    Explore the development of a property level mitigation program;

 

5.    In alignment with Provincial mapping and policy updates, conduct further investigation on land use policy and building regulations for areas prone to flooding; and

 

6.    Work with City Council to confirm and communicate to other orders of government, that flood mitigation is a top strategic priority for the City of Calgary.

Councillor Colley-Urquhart rose on a Point of Procedure to request that Mayor Nenshi clarify why this decision must be made today. Mayor Nenshi stated that approval of the tax related Bylaws is required so that the tax bills can be mailed out and so that The City can meet its financial obligations for the Province.

Councillor Demong rose on a Point of Information to inquire whether any of the proposed Recommendations would be impacted if one or more failed. Mayor Nenshi responded by stating that Proposed Bylaw 21M2017 would have an impact on proposed Bylaw 22M2017.
