CONFIRM AGENDA, Moved by Councillor Stevenson, that the Agenda for the

2016 October 14 Regular Meeting of the SPC on Community and Protective Services be confirmed.

CONFIRM MINUTES, Moved by Councillor Pootmans, that the Minutes of the Regular Meeting of the SPC on Community and Protective Services, held on 2016 September 07, be confirmed.

SENIORS AGE-FRIENDLY STRATEGY UPDATE, CPS2016-0766

 

DISTRIBUTION

 

At the request of Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of a PowerPoint presentation entitled “Age-Friendly Calgary”, dated 2016 October 14, with respect to Report CPS2016-0766.

AMENDMENT, Moved by Councillor Pootmans, that the Administration Recommendation contained in Report CPS2016-0766 be amended by adding new Recommendations 2 and 3 as follows:

 

“2.   Direct Administration to report back to Council through the SPC on Community and Protective Services, by Q2 2017 on the Key Performance Indicator and engage Council in refining these in considering resource requirements; and

 

 3.   Direct Administration to support the Seniors Age Friendly Strategy and to report back to the SPC on Community and Protective Services on key issues and Key Performance Indicators by Q4 2017.”

APPROVE, AS AMENDED, Moved by Councillor Carra, that the Administration Recommendations contained in Report CPS2016-0766 be approved, as amended, as follows:

 

That the SPC on Community and Protective Services recommends that Council:

 

1.    Receive this report for information.

 

2.    Direct Administration to report back to Council through the SPC on Community and Protective Services, by Q2 2017 on the Key Performance Indicator and engage Council in refining these in considering resource requirements; and

 

 3.   Direct Administration to support the Seniors Age Friendly Strategy and to report back to the SPC on Community and Protective Services on key issues and Key Performance Indicators by Q4 2017.

3.2

CALGARY TRANSIT ZERO-BASED REVIEW DIRECTION ON SENIORS' FARES, CPS2016-0778

 

APPROVE, Moved by Councillor Farrell, that the Administration Recommendation contained in Report CPS2016-0778 be approved, after amendment, as follows:

 

That the SPC on Community and Protective Services recommend that Council direct Administration to report back through SPC on Transportation and Transit on Calgary Transit’s Zero Based Review with regard to seniors’ fares in Q2 2018, and take further engagement with seniors into account.

CULTURAL PLAN FOR THE CITY OF CALGARY, CPS2016-0805

MOMENT OF SILENCE

 

Councillor Colley-Urquhart, on behalf of Members of Council, requested a moment of silence, to honour the loss of Former Alberta Premier Jim Prentice, who was among the four people killed in a small-plane crash near Kelowna, B.C. on 2016 October 13. Councillor Colley-Urquhart offered condolences to the Prentice family for their loss.

 

 

CHANGE TIME OF SCHEDULED RECESS, Moved by Councillor Carra, that pursuant to Section 91(3) of the Procedure Bylaw 44M2006, as amended, the scheduled time of recess be changed in order to complete Item 3.3, Report CPS2016-0805.

REFER, Moved by Councillor Pincott, that Report CPS2016-0805 be referred to Administration for further clarification and to report back to the SPC on Community and Protective Services on 2016 November 02.

UPDATE ON DANDELION CONTROL ON CITY PROPERTY , CPS2016-0825

CPS2016-0825.

 

APPROVE, Moved by Councillor Woolley, that the Administration Recommendations contained in Report CPS2016-0825 be approved, after amendment, as follows:

 

That the SPC on Community and Protective Services recommend that Council:

 

1.    Receive this report for information;

 

2.    Direct Calgary Parks to report through mid-cycle budget adjustments with a one-time carry-forward of $150,000 for pilot projects;

 

3.    Direct Calgary Parks and Roads to return the un-used portion of the one-time funding to the Fiscal Stability Reserve at the end of 2016; and

 

4.    Direct Administration to investigate the necessary bylaw amendments to allow The City to use livestock grazing as a land management and weed control tool on City of Calgary lands in 2017.

 

And further, that the public submission received with respect to Report CPS2016-0825 be attached to the report prior to being forwarded to Council.
