OPENING

 

Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

 

2.

QUESTION PERIOD

 

 

1)    SNOWPACK AND FLOOD RISK (COUNCILLOR CHABOT)

 

As we look towards the mountains, we see that the snowpack is quite heavy and I am aware of the monitoring of that. Do we have any updates on objective flows and how things are being managed to ensure that situations encountered in past years are avoided? Given the spring flooding occurring all over Canada, this prompted the question.

 

Mayor Nenshi acknowledged the tremendous flooding in Quebec, Ontario, British Columbia, and Atlantic Canada, indicating that he has been in contact with Chief Sampson from Calgary Emergency Management Agency and proclaimed that Calgary stands ready to send assistance as needed to help our fellow Canadians.

 

Acting General Manager, Utilities and Environmental Protection, Rick Valdarchi responded that, as we are entering into runoff season, the risk of the runoff contributing significantly from downstream flows to the Elbow and Bow Rivers is no different this year than they were in previous years. Although the snowpack is above average this year, the risk for flood and snowpack are not necessarily associated with each other and we need to be careful about associating snowpack and flood risk. Acting GM Valdarchi further advised that city staff are prepping as they have done every spring and are in a good position should something manifest downstream, but the risk is no different this year over last year.

 

 

 

2)  MAYOR’S LEGAL FEES (COUNCILLOR CHU)

 

Councillor Chu inquired as to the status of the repayment fundraising efforts for the Mayor’s legal fees and when the Mayor’s fundraising team be setting the deadline to repay the outstanding legal fees.

 

Mayor Nenshi responded that the Ethics Advisor, Ms. Woolley, has set a series of strict rules around the fundraising efforts related to the legal fees. Among those rules includes the fact that the Mayor cannot be involved in the fundraising. Mayor Nenshi advised that there is a team of volunteers that are working very hard on the fundraising and he expressed his desire to have this completed as quickly as possible and hopes that a conclusion will come relatively soon.

 

 

 

3)   TRANSIT UNION LAYOFFS (COUNCILLOR PINCOTT)

 

Council received a memo from Calgary Transit Director Doug Morgan regarding layoff notices that have been sent to sixty Calgary Transit employees beginning in June, which prompted a closer look at the Zero-Based Review (ZBR). Councillor Pincott advised of a recommendation that Council added to identify alternatives prior to sending layoff notices and was expecting a memo update as to what was looked at prior to initiating layoffs.  Please advise what alternatives were looked at in this case.

 

General Manager, Transportation, Mac Logan advised that unfortunately he was not in those specific meetings, however, he is aware of what the primary focus on the meeting that took place between the representatives of the unions, staff and management at Calgary Transit. The focus was on a reduction to the cost to the public under our current system while maintaining our level of service. The discussion had to do with wages and the cost of service and how those costs have crept up over time. There were some suggestions made and reviewed with respect to wage adjustments. GM Logan stated that they were not successful in getting an agreement at the order of magnitude from the Zero Based Review perspective. The primary alternative that was looked at was wage reduction. Operational issues have been addressed in response to the ZBR. Staff did come up with some good suggestions, but at the end of the day, there are pockets in the Calgary Transit organization, not just this area, where they are significantly out of line with the market.

AMENDMENT, Moved by Councillor Jones, Seconded by Councillor Stevenson, that the Agenda for today's meeting be amended by bringing forward and tabling Item 7.26, Report CPC2017-156, Land Use Amendment Martindale (Ward ) North of Martindale Boulevard NE and West of Falconridge Boulevard NE, Bylaw 163D2017 to the 2017June 12 Combined Meeting of Council and further that the City Clerk prepare the tabled item without reproducing the report and attachments when the report is brought forward to Council, and that Administration and Members of Council retain their current copies and bring them to the 2017 June 12 Combined Meeting of Council.

With the concurrence of the Mayor, the Acting City Clerk received for the Corporate Record a copy of a letter from Murray Sigler, CEO, Sport Calgary, with respect to Item 7.26, Report CPC2017-156 which is to be attached to the tabled report prior to being forwarded to the 2017 June 12 Combined Meeting of Council.


 

MOTION ARISING, Moved by Councillor Stevenson, Seconded by Councillor Jones, that with respect to Report CPC2017-156 Council direct that Administration to conduct a review of the future cultural and recreational facility requirements for Wards 3 and 5 east of Deerfoot Trail;

 

And further, it be resolved that Administration consult with the Genesis Centre and the Calgary Parking Authority around potential parking solutions;

 

And further, it be resolved that Administration report back directly at the Public Hearing of Council on 2017 June 12.
