Deputy Mayor Chabot called for a moment of quiet contemplation at today’s Meeting.

 

 

2.

QUESTION PERIOD

 

 

(1)  Peace Bridge Pedestrian Access Intersections (Councillor Chu)

 

The pedestrian access intersection to the Peace Bridge is aligned with the traffic lights on 7 Street.  A new access intersection has been placed at 9 Street.  Why did we put the current pedestrian access points to the Peace Bridge at both 7 Street and 9 Street rather than directly at the Peace Bridge on 8 Street?

 

Malcolm Logan, General Manager, Transportation, reported that the reason that the new access point is at 9 Street rather than at 8 Street is because 9 Street is the closest option to the bridge. Due to the Peace Bridge being above the flood with the pedestrian access intersection located right at the end, it would be problematic to get the wheelchair grades down to an intersection at 8 Street.   Steps would be required and this would not meet the accessibility requirement.  Administration worked with the communities to determine what the desire line would be, looked at how the intersections connect to the neighbourhood across the road, and where people are trying to get to.  The result was that the crossing at 9 Street met that desire line equal to that of an 8 Street crossing. Geometric design, where people would want to go, and spacing the crossings all the way down Memorial Drive were the considerations.

 

 

 

(2)  Tickets issued in Cul-de-sac (Councillor Chabot)

Tickets issued in my Ward have been primarily in cul-de-sacs.  Recently, tickets have been issued for people parking on the street in excess of 72 hours.  In the past, the practice was to issue warnings, encourage compliance, and work with the residents.  Is there an alternative method we can investigate to be more resident friendly, rather than issuing tickets immediately?

 

Malcolm Logan, General Manager, Transportation, responded that the issue of cul-de-sac tickets did arise at the Parking Authority Board Meeting.  The Parking Authority staff went out to the community and met with the residents on that particular cul-de-sac to try to find out what the core issue was. In this instance, it was one neighbor complaining about another, which is often the case. The 72 hour issue may be a similar situation. There is no formal warning mechanism but, historically, Parking Authority and Roads have delivered door hangers and distributed notes to residents to educate them on common residential parking problems.  The feedback that was received was that this method was not particularly effective and that working with the community and not being heavy handed in enforcement achieves better results. General Manager Logan assured Council that Mike Derbyshire, General Manager of the Calgary Parking Authority, is working with the Board to implement different tactics based on the feedback.

 

 

 

INTRODUCTION

 

Deputy Mayor Chabot introduced a group of 19 Grade five students from Marlborough School in attendance in the public gallery, accompanied by their teacher. He advised that this week, at City Hall School, the class would be exploring the question: “Is it OK to be different?”

That Council approve the 17 Avenue S.E. Corridor Study (Stoney Trail to East City Limits) recommendations and direct Administration to protect right-of-way for the ultimate corridor cross-section (as shown in Attachment 1, pages 32-45), in conjunction with development in the area.

5.4

MCKNIGHT BOULEVARD TRANSPORTATION STUDY, TT2016-0647

 

ADOPT, Moved by Councillor Keating, Seconded by Councillor Stevenson, the SPC on Transportation and Transit Recommendations contained in Report TT2016-0647 be adopted, as follows:

 

That Council:

 

1.    Adopt the recommended medium-term improvements to the McKnight Blvd and 12 Street N.E. intersection and direct Administration to acquire the additional right-of-way required on an opportunity basis, funded using the Transportation Infrastructure future land account or other appropriate funding sources (as included in Attachment 1, page 10, Figure ES 2);

 

2.     Adopt the updated long-term plan for the McKnight Blvd and 12 Street N.E. interchange (as included in Attachment 1, page 16, Figure ES 3); and

 

3.    Receive the HOV corridor feasibility recommendations for information (as included in Attachment 1, pages 12 – 14).

That Council:

 

1.    Receive this Report for information;

 

2.    Direct Calgary Parks to report through Mid-Cycle Budget Adjustments with a one-time carry-forward of $150,000 for pilot projects;

 

3.    Direct Calgary Parks and Roads to return the un-used portion of the one-time funding to the Fiscal Stability Reserve at the end of 2016;
