CONFIRM MINUTES, Moved by Councillor Stevenson, that the Minutes of the Regular Meeting of the SPC on Community and Protective Services, held on 2017 June 07, be confirmed.

ANNUAL REPORT: CALGARY BUSINESS IMPROVEMENT AREAS – DEFERRAL REQUEST, CPS2017-0530

 

DISTRIBUTION

 

At the request of Administration and with the concurrence of the Vice-Chair, the Legislative Assistant distributed copies of a PowerPoint presentation, entitled “Annual Report: Calgary Business Improvement Areas – Deferral Request”, dated 2017 July 05, with respect to Report CPS2017-0530.

1.    Bob van Wegen, Marda Loop Business Revitalization Zone

 

AMENDMENT, Moved by Councillor Woolley, that the Administration Recommendation contained in Report CPS2017-0530 be amended by adding Recommendation 2 as follows:

 

“2. Direct Administration to develop a Business Improvement Area (BIA) policy and governance framework in consultation with the BIA community that details the roles and responsibilities of the Business Improvement Areas and the City of Calgary related to the establishment and ongoing functioning of BIAs, including reporting obligations, and return to Council through SPC on Community and Protective Services no later than 2018 Quarter 4.”

APPROVE, AS AMENDED, Moved by Councillor Chu, that the Administration Recommendation contained in Report CPS2017-0530 be approved, as amended and after amendment, as follows:

 

That the SPC on Community and Protective Services recommends that Council:

 

1.   Defer the Annual Report: Calgary Business Improvement Areas; and

 

2.   Direct Administration to develop a Business Improvement Area (BIA) policy and governance framework in consultation with the BIA community that details the roles and responsibilities of the Business Improvement Areas and the City of Calgary related to the establishment and ongoing functioning of BIAs, including reporting obligations, and return to Council through SPC on Community and Protective Services no later than 2018 Quarter 4.

3.3

REVIEW OF GOLF COURSES- PLANNING CONSIDERATIONS AND TAXATION IMPLICATIONS, CPS2017-0539

 

CLERICAL CORRECTION

 

At the request of Councillor Chu, a clerical correction was noted on Page 1 of 4 to the Report, under the Executive Summary, on the last sentence, by adding the words “to other land uses” following the words “from a recreational land use”.

 

APPROVE, Moved by Councillor Stevenson, that the Administration Recommendations contained in Report CPS2017-0539 be approved, as follows:

 

That the SPC on Community and Protective Services recommends that Council:

 

1.   Direct Administration to conduct the work as outlined in Attachment 1 and report back to Council by Q4 2018; and

 

2.   Direct Administration to bring forward a funding request as part of the 2018 budget adjustment process.

2017 SPORT FACILITY RENEWAL FUNDING PROGRAM RECOMMENDATIONS, CPS2017-0562

 

APPROVE, Moved by Councillor Chu, that the Administration Recommendation contained in Report CPS2017-0562 be approved, as follows:

 

That the SPC on Community and Protective Services recommends that Council adopt Attachment 1, recommendations for funding allocations for the 2017 Sport Facility Renewal Program, pending approval of project eligibility from the Government of Alberta.
