OPENING

 

Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

 

 

RECOGNITION

 

Mayor Nenshi recognized the Calgary Inferno Women’s Professional Hockey Team for a remarkable season and efforts in advancing to the 2017 Clarkson Cup Finals. He further congratulated the Les Canadiennes de Montreal Women’s Professional Hockey Team on their win.

 


INTRODUCTION

 

Mayor Nenshi introduced today’s meeting by providing an overview of the topics on the Agenda, as follows:

 

·         The Financial Future of the City;

·         Infrastructure Calgary;

·         Infrastructure and Investment Priorities; and

·         Capital Project Savings and Reserve Funds.

CONFIRMATION OF AGENDA

 

AMENDMENT, Moved by Councillor Stevenson, Seconded by Councillor Woolley, that the Agenda for today's meeting be amended by adding an Item of Urgent Business, In Camera, 7.1, entitled “Personnel Matter (Verbal), VR2017-0011”.

INFRASTRUCTURE CALGARY: Q1 2017 STATUS UPDATE, C2017-0214

 

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Mayor, the City Clerk distributed copies of a PowerPoint presentation entitled “Infrastructure Calgary Q1 2017 Update” dated 2017 March 06, with respect to Report C2017-0214.

 

 

INTRODUCTION

 

Councillor Farrell introduced a group of 27 grade nine students in the Gifted and Talented Education (GATE) Program at Queen Elizabeth High School, in attendance in the public gallery, accompanied by their teacher. She advised that this week, at City Hall School, the class would be exploring the questions: “How is power organized in the municipal government? And how do you plan a neighbourhood?”.

Carra, that Council move into the Committee of the Whole.

IN CAMERA, Moved by Councillor Colley-Urquhart, that, in accordance with Section 197 of the Municipal Government Act and Sections 16(1), 17(1), 19, 23(1)(b), 24(1)(a), 24(1)(b) 24(1)(c), 24(1)(g), 25(1)(c) and 27(1)(a) of the Freedom of Information and Protection of Privacy Act, Council now move into the Committee of the Whole, In Camera, at 11:34 a.m., in the Council Boardroom, in order to consider several confidential matters.

Mayor Nenshi left the Chair, In Camera, at 2:48 p.m. and Deputy Mayor Sutherland assumed the Chair.

 

Mayor Nenshi resumed the Chair, In Camera, at 2:53 p.m. and Councillor Sutherland returned to his seat.

 

The Committee of the Whole recessed In Camera and reconvened in the Council Chamber

at 5:34 p.m. with Mayor Nenshi in the Chair.

 

 

RISE AND REPORT, Moved by Councillor Pincott, that the Committee of the Whole rise

and report to Council.

DISTRIBUTIONS

 

At the request of the Administration and with the concurrence of the Mayor, the City Clerk distributed copies of the following, In Camera, with respect to Report C2017-0214, which are to remain confidential pursuant to Sections 23(1)(b), 24(1)(a) and 24(1)(g) of the Freedom of Information and Protection of Privacy Act, until all implementation plans are approved:

 

  • Revised Attachment 4; and
  • Revised Pages 40 and 41 contained in Attachment 5.

 

 

 

ADOPT, Moved by Councillor Sutherland, Seconded by Councillor Chabot, that the Administration Recommendations contained in Report C2017-0214 be adopted, after amendment, as follows:

 

That Council:

 

1.   Approve, in principle, the recommendations in Attachment 3;

 

2.   Direct Administration to return with implementation plans, including refined capital estimates, public consultation plans and financing strategies, to the Priorities and Finance Committee or the appropriate Standing Policy Committee as soon as possible for final approval by Council;

 

3.    Reserve additional funds as discussed In Camera for emergent priorities, reporting back to Council no later than Q1 2018;

 

4.   Update the Capital Infrastructure Investment Strategy as part of the capital planning for the 2018 Budget Process; and

 

5.   Request that Attachment 3, and Revised Attachments 4 and 5, remain confidential pursuant to Sections 23(1)(b), 24(1)(a) and 24(1)(g) of the Freedom of Information and Protection of Privacy Act, until all implementation plans are approved.

MOTION ARISING, Moved by Councillor Woolley, Seconded by Councillor Farrell, that with respect to Report C2017-0214, Council direct Administration to explore the creation of an Economic Development Fund to respond to the prolonged economic challenges and capitalize on new opportunities that will create jobs, drive economic recovery and revitalize the downtown core. This will include funding options and opportunities for public and private partnerships and report back through the Priorities and Finance Committee no later than Q2 2017.

DISTRIBUTION

 

At the request of the Administration and with the concurrence of the Mayor, the City Clerk distributed copies, In Camera, of a PowerPoint presentation entitled “UCS2017-0175, Utilities and Financial Update”, dated 2017 March 06, with respect to Report USC2017-0175, which is to remain confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(b), 24(1)(c) and 24(1)(g) of the Freedom of Information and Protection of Privacy Act, until this matter is resolved.

 

CLERICAL CORRECTION

 

A clerical correction was noted on Page 1 of 9, contained in Report UCS2017-0175, the   Recommendation, by deleting the word “Corporte” following the words “Recommendation of the SPC on Utilities and” and by substituting the word “Corporate”.

 


 

 

ADOPT, Moved by Councillor Demong, Seconded by Councillor Chabot, that with respect to Revised Report USC2017-0175, the following be adopted, as corrected:

 

That Council:

 

1.    Adopt the SPC on Utilities and Corporate Services Recommendations, contained in Revised Report UCS2017-0175; and

 

2.   Keep the Revised Report, Recommendations, In Camera discussions and distribution confidential pursuant to Sections 23(1)(b), 24(1)(a), 24(1)(b), 24(1)(c) and 24(1)(g) of the Freedom of Information and Protection of Privacy Act, until this matter is resolved.

6.2

(TABLED) CALGARY POLICE COMMISSION – RESIGNATION AND APPOINTMENT, C2017-0217

 

 

ADOPT, Moved by Councillor Magliocca, Seconded by Councillor Chabot, that with respect to Report C2017-0217, the following be adopted:

 

That Council:

 

1.    Accept the resignation of Councillor Colley-Urquhart as a Member of Council appointed to the Calgary Police Commission, effective 2017 February 14, and thank her for her service on the Calgary Police Commission;

 

2.    Appoint a Member of Council subject to mandatory Calgary Police Service security clearance as per the Alberta Policing Oversight Standards for Municipal Police Commissions;

 

3.    Keep the Report confidential pursuant to Sections 17(1) and 19 of the Freedom of Information and Protection of Privacy Act until Council appoints a new Member to the Calgary Police Commission; and

 

4.    Keep Attachments 2 and 3 and the In Camera discussions confidential pursuant to Sections 17(1) and 19 of the Freedom of Information and Protection of Privacy Act.

With the concurrence of the Mayor, the City Clerk received for the Corporate Record, In Camera, a copy of a confidential PowerPoint presentation entitled “Major Projects Update”, with respect to Verbal Report C2017-0216, which is to remain confidential pursuant to Sections 16(1), 23(1)(b), 24(1)(a) and (b), 25(1)(c) and 27(1)(a) of the Freedom of Information and Protection of Privacy Act, until this matter is resolved.

 

 

ADOPT, Moved by Councillor Woolley, Seconded by Councillor Pincott, that with respect to Verbal Report C2017-0216, the following be adopted:

 

That Council:

 

1.    Receive the Major Projects Update Verbal Report for information, and

 

2.    Direct the Administration to proceed with the directions as discussed at today’s Meeting; and

 

3.   Keep the In Camera Presentation, discussions and the document received for the Corporate Record confidential pursuant to Sections 16(1), 23(1)(b), 24(1)(a) and (b), 25(1)(c) and 27(1)(a) of the Freedom of Information and Protection of Privacy Act.

ADOPT, Moved by Councillor Sutherland, Seconded by Councillor Magliocca, that with respect to Verbal Report VR2017-0011, the following be adopted:

 

That Council:

 

1.   Approve the Mayor’s Recommendations, In Camera, and authorize the Mayor to execute       the Agreement required to the satisfaction of the Director of Human Resources and the       City Solicitor; and

 

2.   Keep the In Camera discussions confidential pursuant to Sections 17(1) and 19 of the Freedom of Information and Protection of Privacy Act.
