Mayor Nenshi called for a moment of quiet contemplation at today’s Meeting.

 

 

MOMENT OF SILENCE

 

Mayor Nenshi, on behalf of Members of Council, requested a moment of silence, to honour the loss of Constable Daniel Woodall, a member of the Hate Crimes Unit, Edmonton Police Service who passed away in the line of duty on 2015 Monday June 08.

 

RECOGNITION

 

Mayor Nenshi, on behalf of Members of Council, recognized Mr. Bruce Graham, former President and Chief Executive Officer, Calgary Economic Development Ltd. for his remarkable years of service to The City of Calgary.

 

 

2.

QUESTION PERIOD

 

(1)     Truth and Reconciliation Commission of Canada Findings (Councillor Colley-Urquhart)

 

Recently the Truth and Reconciliation Commission of Canada released a report with their recommendations. I would like to ask the views on what City Council and Administration’s roles could be on a go-forward basis, with respect to these recommendations?

 

Mayor Nenshi explained that a year ago, on behalf of City Council, he attended the final meetings of the Truth and Reconciliation Commission. At that time, he proclaimed the Year of Reconciliation (March 27, 2014 to March 27, 2015). Since that time, Council and Administration have worked closely with our First Nations Brothers and Sisters on how to move forward in the future. Mayor Nenshi indicated that an opening ceremony takes place today on the Municipal Plaza to kick-off Aboriginal Awareness Week.

 

Mayor Nenshi then elaborated on some of the measures already being taken by The City to support the Findings of the Truth and Reconciliation Commission final report. City Council recently approved the Calgary Aboriginal Urban Affairs Committee (CAUAC) strategic plan, which has influenced how the Corporation engages with the Aboriginal community.  For example, at the next Public Hearing Meeting of Council, a report will be made about potential development at Paskapoo Slopes. The City has engaged the Aboriginal community about the proposed development, in terms of thinking about how that development may work with the Aboriginal sacred ground located there. Mayor Nenshi advised that when he speaks publicly, he will begin his public remarks with an acknowledgement of the aboriginal history of our land.

 

 

 

 

 

 

 

Mayor Nenshi indicated that the Calgary Aboriginal Urban Affairs Committee would be asked to spend time reviewing the Truth and Reconciliation Commission recommendations, and report back to the SPC on Community and Protective Services with how they might adapt their strategic plan to incorporate those recommendations. The Mayor further indicated that the strategic plan should be treated as a guiding document moving forward, and should include all stakeholders, public institutions, and the Calgary Police Service. He stated that improved engagement with First Nations communities is a priority for the Calgary Police Service.

 

Mayor Nenshi related that there has been public interest in making a more deeply symbolic gesture of reconciliation, which could include renaming of the Langevin Bridge, and expects to bring this discussion to Council soon.

 

Stuart Dalgleish, General Manager, Community Services and Protective Services, indicated that the Department plans to work with the Calgary Aboriginal Urban Affairs Committee, on these recommendations. There is an approved ten year strategic plan and updates as a result of the Truth and Reconciliation recommendations that will come before Council in 2016.  General Manager Dalgleish observed that some of the actions in the CAUAC strategic plan align well with specific recommendations in the Truth and Reconciliation report, and more adaptations will be made with respect to the Mayor’s comments on the Calgary Police Service, and the work of Community Services and Protective Services (CS&PS). The CS&PS Department has recently committed to expanding the work they do with the Youth At Risk development programs, specifically with Aboriginal communities, and will also review the Truth and Reconciliation report recommendations with respect to the Family and Community Support services provided through his department.

 

 

(2)   The City of Calgary Printing Costs (Councillor Sutherland)

 

I have had many departmental and promotional brochures sent to my office that are quite elaborate and come with a high cost to produce.  I understand the need for high quality but question the cost of the printing and if these documents are necessary.  Can The City of Calgary decide which documents are necessary to print and are there possibilities of using electronic copies?

 

Jeff Fielding, City Manager, responded that The City is looking at a change in the way in which communications are presented to the public, in order to bring costs down.  A current example of this is the availability of online and electronic agendas for Committee and Council.  City Manager Fielding advised there will be an update to Council later today.

1.   Adopt the following recommendations for the North Section of Macleod Trail:

 

            a. Maintain the existing 6 (or 8) lanes of vehicular traffic.

 

            b. Release lands protected for the planned interchange at 50 Avenue S.

 

            c. Continue protecting lands required for the planned interchange at 25 Avenue S.

 

d.  Adopt the recommendations for Macleod Trail between 58 Avenue South and Glenmore Trail, as outlined in the North Section Macleod Trail Corridor Study Final Report and summarized in Attachment 3.

 

e. Direct Administration to review and revise the recommendations of the North Section Macleod Trail Corridor Study in conjunction with the Main Streets initiative in order to prepare an integrated land use and transportation plan for Macleod Trail between 34 Avenue South and 58 Avenue South with particular consideration of the relationship between the Urban Corridor and the Urban Boulevard and the recommendations of the Mission Road Main Street Innovation Project.

 

 

f.  Direct Administration to review and revise the recommendations of the North Section Macleod Trail Corridor Study between north of 25 Avenue South and 34 Avenue South, subsequent to the investigation of alternative design solutions as directed in Recommendation 6.

 

2.   Adopt the following recommendations for the South Section of Macleod Trail:

 

            a. Maintain the existing 6 (or 8) lanes of vehicular traffic.

 

            b. Maintain the existing right-of-way along the corridor.

 

            d. Continue protecting lands required for the grade-separation of the CP and LRT rail

                lines and Heritage Drive, and associated infrastructure on Macleod Trail.

 

e.  Include a 3.5m multi-use pathway on both the east and west side of Macleod Trail                 as part of future redevelopment and corridor improvement work, as shown in

                Attachment 7.

 

            f.   Direct Administration to incorporate the 3.5m multi-use-pathways, as shown in

                Attachment 7, in coordination with the Pathway/Bikeway Implementation Plan.

 

5.   Direct Administration to continue to pursue opportunities to improve pedestrian safety       along the Macleod Trail corridor as summarized within section 2 of Attachment 6 (the       Identification of Pedestrian Safety Issues and Potential Mitigation Measures) in       coordination with the Safety Initiatives capital program; and

 

6.   Direct Administration to bring forward a follow-up report which investigates

alternative design solutions which provide necessary traffic capacity to support

redevelopment in the vicinity while improving pedestrian access and safety, along

with reducing or eliminating conflicts with the Light Rail Transit (LRT), and to return

to the SPC on Transportation and Transit no later than Q2 2016 with design

recommendations and potential amendments to the land protection at 25 Avenue S.

incorporate feedback on the short list of transportation funding mechanisms identified as

best suited to fund the future projects and programs listed as “unfunded” in Investing in

Mobility; and

 

2.   Incorporate feedback from public stakeholders, finalize a recommended package of       funding mechanisms, including implementation proposals for Action Plan consideration,       and report back to the SPC on Transportation and Transit no later than 2016 February.

a.   Consider amendments to the land use bylaw that define the business of providing counselling, assistance, advice and dispensing of medical marihuana as one or more uses, including, but not limited to, rules that manage clustering, proliferation and separation from schools;

 

b.   Include key stakeholder consultation during consideration of amendments;

 

c.   Encourage future owners of medical marihuana counselling businesses to consult with       the local community and neighbours and to consider the use of a Good Neighbour       Agreement; and

 

 

d.   Develop an interim method to manage medical marihuana counselling businesses; and

 

e.   Refer Federal Health Minister Rona Ambrose’s letter of April 23, 2015 (to Mayor Robertson of the City of Vancouver), to the Law Department for their review and consideration, and report back directly to Council with options and recommendations in relation to medical marihuana storefronts and dispensaries.

ADOPT, Moved by Councillor Colley-Urquhart, Seconded by Councillor Woolley, that the SPC on Community and Protective Services Recommendations contained in Report CPS2015-0431 be adopted, as follows:

 

That Council:

 

1.   Receive this report for information;

 

2.   Direct Administration, in respect of any consequential change recommendations arising from the Community Services & Protective Services Department Review, to:

 

a.   report to Council, through the SPC on Community & Protective Services, by no later than 2016 January with any bylaw and Council policy change recommendations; and

 

b.   include any capital and operating budget adjustments and revisions for 2016 - 2018 through regular reporting and adjustment processes.

 

3.   Direct that discussions, on, and designs for, the organizational structure of the Community Services & Protective Services Department as a result of the Department Review and the In Camera PowerPoint presentation remain confidential under Sections 24(1)(a),(b) and (d) of the Freedom of Information and Protection of Privacy Act, until impacted staff across Community Services & Protective Services have been notified of the changes.

Temporary Home Rentals (Councillor Colley-Urquhart)

 

Recently, Santa Monica City Council introduced model regulations and restrictions on

short-term home rentals such as (that by Airbnb and others).  Short-term rentals arranged through the internet subject neighbourhoods to unruly interlopers and reduced housing stock and can push up rental prices for permanent residents.

 

What can The City of Calgary do within our legal and jurisdictional capacity to address this trend?
