This meeting was conducted in accordance with the Procedure Bylaw 44M2006, as amended.

ELECTION OF CHAIR

 

Following nomination procedures, Councillor Chabot, was elected Chair of the Gas, Power and Telecommunications Committee, by acclamation.

 

 

2.

ELECTION OF VICE-CHAIR

 

Following nomination procedures, Councillor Magliocca, was elected Vice-Chair of the Gas, Power and Telecommunications Committee, by acclamation.

 


 

3.

CONFIRMATION OF AGENDA

 

CONFIRM AGENDA, Moved by Mr. Sawyer, that the Agenda for the 2016 November 10 Regular Meeting of the Gas, Power and Telecommunications Committee be confirmed.

CONFIRMATION OF MINUTES

 

4.1

MINUTES OF THE REGULAR MEETING OF THE GAS, POWER AND TELECOMMUNICATIONS COMMITTEE, 2016 OCTOBER 13

 

CONFIRM MINUTES, Moved by Councillor Magliocca, that the Minutes of the Regular Meeting of the Gas, Power and Telecommunications Committee held on 2016 October 13, be confirmed.

URGENT BUSINESS

 

No items of Urgent Business were added to today’s Meeting.

 

 

IN CAMERA, Moved by Councillor Farrell, that in accordance with Section 197 of the Municipal Government Act and Section 24(1), 25(1) and 27(1) of the Freedom of Information and Protection of Privacy Act, the Gas, Power and Telecommunications Committee move in camera, at 1:02 p.m., in order to consider several confidential matters.

The Gas, Power and Telecommunications Committee moved into public session at 1:57 p.m. with Councillor Chabot in the Chair.

6.1

MUNICIPAL RIGHTS OF WAY BYLAW, GPT2016-0717

 

DISTRIBUTION

 

At the request of Administration and with the concurrence of the Chair, the Legislative Assistant distributed copies of a document which is to remain confidential pursuant to Sections 24(1), 25(1) and 27(1) of the Freedom of Information and with Protection of Privacy Act, with respect to Report GPT2016-0717.

 

AMENDMENT, Moved by Councillor Farrell, that with respect to Report GPT2016-0717, a Confidential Amendment be made to Attachment 1.

 

CARRIED

 

APPROVE, AS AMENDED, Moved by Mr. Sawyer, that the Administration Recommendations contained in Report GPT2016-0717 be approved, as amended, and after amendment, as follows:

 

The Gas, Power and Telecommunications Committee recommend that Council:

 

1.    Give first reading to the Proposed Municipal Rights of Way Bylaw as set out in Attachment 1;

 

2.    Amend the Proposed Municipal Rights of Way Bylaw as set out in Attachment 1 as per the confidential addendum;

 

3.    Give second and third reading to the Proposed Municipal Rights of Way Bylaw as set out in Attachment 1, as amended;

 

4.    Direct Administration to implement this bylaw effective 2017 July 1;

 

5.    Direct Administration to return to The Gas, Power and Telecommunications Committee in 2018 March with an update on the implementation of the bylaw and recommended amendments, if any;

 

6.    Direct that the Report and Attachment 2 remain confidential pursuant to Sections 24(1), 25(1) and 27(1) of the Freedom of Information and Protection of Privacy Act (Alberta);

 

7.    Direct that the proposed Amendment remain confidential pursuant to Sections 24(1), 25(1) and 27(1) of the Freedom of Information and Protection of Privacy Act (Alberta), until after 1st Reading of the Proposed Municipal Rights of Way Bylaw; and

 

8.    Direct that Attachment 1 remain confidential pursuant to Sections 24(1), 25(1) and 27(1) of the Freedom of Information and Protection of Privacy Act (Alberta), until the Municipal Rights of Way Bylaw is placed on the Council Agenda.

STATUS OF OUTSTANDING MOTIONS AND DIRECTIONS, GP2016-0860

 

APPROVE, Moved by Councillor Magliocca, that the Administration Recommendations contained in Report GP2016-0860 be approved, as follows:

 

That the Gas, Power and Telecommunications Committee:

 

1.    Receive this Report for information; and

 

2.    Direct that the Report and attachment remain confidential pursuant to Section 24(1)(b) of the Freedom of Information and Protection of Privacy Act until all matters referred to in the attachment are completed or resolved.

INDUSTRY UPDATE ON ELECTRICITY, NATURAL GAS AND

TELECOMMUNICATIONS, GP2016-0861

 

APPROVE, Moved by Councilor Chu, that the Administration Recommendations contained in Report GP2016-0861 be approved, as follows:

 

That the Gas, Power and Telecommunications Committee:

 

1.    Receive this Report for information; and

 

2.    Direct that the Report and attachment remain confidential pursuant to Section 24(1)(b) of the Freedom of Information and Protection of Privacy Act until three years after the proceedings are complete.

2016 GENERIC COST OF CAPITAL DECISION SUMMARY, GP2016-0862

 

APPROVE, Moved by Mr. Sawyer, that the Administration Recommendations contained in Report GP2016-0862 be approved, as follows:

 

That the Gas, Power and Telecommunications Committee:

 

1.    Receive this Report for information; and

 

2.    Direct that the Report and attachment remain confidential pursuant to Section 24(1)(b) of the Freedom of Information and Protection of Privacy Act until three years after the proceedings and any related proceedings are complete.
