Councillor Chabot called the meeting to order at 9:33 a.m.

Councillor Chabot provided opening remarks and a traditional land acknowledgement.

    That with respect to Report CSC2023-0188, the following be approved, after amendment:

    That the Council Services Committee recommend that Council direct Administration to:

    1. Survey Members of Council respecting the mandate and powers of the Council Services Committee and report back to the Council Services Committee with a summary no later than its 2023 June 8 meeting; and
    2. Prepare Procedure Bylaw amendments to delete Section B.7 (1)(b), funding decisions on the Ward Community Event Fund, and report back to Council no later than 2023 April 25.

    That with respect to Report CSC2023-0189, the Administration Recommendations be amended by adding a new Recommendation 2, as follows:

    2. Amend the proposed bylaw after first reading as follows:

    By deleting section 7.6 of the amended Schedule “D” (under the heading “Meal and Hosting Expenses”) that is added by section 3 of the amending bylaw, and substituting in its place:

    “7.6   The maximum meal allowance for City expenditures, including meals for employee recognition, in local currency, is limited as follows,

    7.6.1 For meals held within the City of Calgary, the daily maximum allowance per person is $45 including tax and tip.

    7.6.2 For meals held outside of the City of Calgary, the daily maximum allowance is:

      1. Per full day of travel (3 meals) - $120 including tax and tip
      2. Per half day of travel (2 meals) - $60 including tax and tip
      3. Incidentals like coffees, teas, snacks will count towards the daily maximum allowance.”

    That Council Services Committee recommend that Council:

    1. Amend the Councillors’ Budgets and Expenses Bylaw by giving three readings to the proposed amending Bylaw (Attachment 1); and
    2. Amend the proposed bylaw after first reading as follows:

    By deleting section 7.6 of the amended Schedule “D” (under the heading “Meal and Hosting Expenses”) that is added by section 3 of the amending bylaw, and substituting in its place:
