Councillor Carra called the Meeting to order at 9:32 a.m.

Councillor Carra provided opening remarks.

A clerical correction was noted on the Agenda by amending the members of the Community and Protective Services Committee to reflect the membership of the Committee, as was adopted at the 2019 October 28 Organizational Meeting of Council.

​A clerical correction was noted in Recommendation 2 of the Cover Report of Report CPS2019-1405, by deleting the word '28M2018' and replacing with '23M2018'.

    That the Standing Policy Committee on Community and Protective Services recommend that Council:

    Direct Administration to report back to Council through the Standing Policy Committee on Community and Protective Services with an update and bylaw recommendations subsequent to a provincial decision on amendments to the Tobacco and Smoking Reduction Act, expected to be introduced in the 2020 Spring session of the Legislature.

​A presentation entitled 'School Safe Zones', dated 2019 November 13 was distributed with respect to Report CPS2019-1424.

Pursuant to Section 56 (b) of the Procedure Bylaw 35M2017, as amended, insufficient Members of Committee were assembled to constitute a quorum. The meeting was therefore deemed to be adjourned at 11:42 a.m.

Committee reconvened at 11:44 a.m. when a quorum of enough Members of Committee was established.

Committee, by general consent, suspended Section 78(2)(a) of the Procedure Bylaw, 35M2017, as amended, in order to complete the item prior to the schedule lunch recess.

    That the Standing Policy Committee on Community and Protective Services recommends that Council direct Administration to draft a bylaw to restrict advocacy messaging by external interest groups on public property around schools and report back to Council through the Standing Policy Committee on Community and Protective Services, no later than 2020 Q3.

    and further, that this Report be forwarded to the 2019 November 18 Combined Meeting of Council as an Item of Urgent Business.

    • Corporate Public Art Program Review Update, CPS2019-1426

    And further, that Rebecca Carbin, external consultant, be invited to attend the Closed Meeting

    1. Approve the confidential recommendations found in Attachment 2 and direct Administration to implement the next steps as detailed;
    2. Direct Administration to report back through the SPC on Community and Protective Services with an update no later than Q2 2020;
    3. Direct that the report, attachments, presentation, and verbal discussions remain confidential pursuant to Sections 23 (Local public body confidences) and 25 (Disclosure harmful to economic and other interest of a public body) of the Freedom of Information and Protection of Privacy Act, with the exception of communication with impacted stakeholders as required, to be reviewed no later than 2020 June 30; and
    4. Forward this Report as an item of Urgent Business to the Combined Meeting of Council on 2019 November 18.
