CALL TO ORDER

The Acting City Clerk called the Meeting to order at 9:31 a.m.

Councillor Demong, Councillor Carra, Councillor Chabot, Councillor Mian, Councillor Pootmans, Councillor Spencer, Councillor Walcott, and Mayor Gondek.

ELECTION OF CHAIR

Following nomination procedures, Councillor Demong was elected Chair of the Intergovernmental Affairs Committee, by acclamation.

Council then dealt with Item 4.

ELECTION OF VICE-CHAIR

This Item was dealt with following Item 4.

Following nomination procedures, Councillor Walcott was elected Vice-Chair of the Intergovernmental Affairs Committee, by acclamation.

Council then dealt with Item 5.

Councillor Demong provided opening remarks and a traditional land acknowledgement.

Foothills County–City of Calgary Intermunicipal Committee Revised Terms of Reference, IGA2022-1140

This item was dealt with following Item 9.3.

  That with respect to Report IGA2022-1140, the following be approved:

  That the Intergovernmental Affairs Committee recommend that Council:

  1. Rescind the current Terms of Reference for the Foothills County – City of Calgary Intermunicipal Committee as approved on 2017 July 24; and
  2. Approve the revised Terms of Reference for the Foothills County – City of Calgary Intermunicipal Committee (Attachment 2).

Tsuut'ina Nation Request for Transit Service (Verbal) - IGA2022-1232

This Item was dealt with following Item 9.4.

Councillor Demong introduced a group of Grade 5 and 6 students from Lake Bonavista School (Ward 14), along with their teacher, Molly Carroll.

Mayor Gondek rose on a Question of Privilege.

The Chair ruled on the Question of Privilege.

A presentation entitled "Tsuut'ina Nation Request for Transit Service" was distributed with respect to Report IGA2022-1232.

  That with respect to Verbal Report IGA2022-1232, the following be approved:

  That the Intergovernmental Affairs Committee recommend that Council direct Administration to begin discussions with Tsuut'ina Public Works and Taza Development Corporation about exploring the possibility of transit service between Calgary and Tsuut'ina Nation and report back to Council through the Intergovernmental Affairs Committee with an update no later than Q4 2023.

By General Consent, pursuant to Section 6(1) of Procedure Bylaw 35M2017, Committee suspended Section 78(2)(a) of the Procedure Bylaw in order to forego the scheduled recess to complete today's Agenda.

  That with respect to Confidential Verbal Report IGA2022-1204, the following be approved, after amendment:

  That the Intergovernmental Affairs Committee:

  2. Recommend that Council direct that Administration work with Government of Alberta Administration to organize a meeting between Calgary City Council and Members of the Legislative Assembly in the Governing United Conservative Party Calgary Caucus to engage on common goals for the public we jointly serve; and

  Against: Councillor Chabot

  That the Intergovernmental Affairs Committee:

  1. Direct that this confidential presentation be forwarded to the 2022 December 20 Combined Meeting of Council;
  3. Recommend that Council direct that the distribution and Closed Meeting discussions remain confidential pursuant to Section 21 (Disclosure harmful to intergovernmental relations) of the Freedom of Information and Protection of Privacy Act, to be reviewed by December 1, 2023.
