CALL TO ORDER

Senior Legislative Advisor de Grood called the meeting to order at 9:32 a.m.

ELECTION OF CHAIR

Following nomination procedures, Councillor Penner was elected Chair of the Intergovernmental Affairs Committee.

OPENING REMARKS

Councillor Penner provided opening remarks and a traditional land acknowledgment.

ELECTION OF VICE-CHAIR

Following nomination procedures, Councillor Carra was elected Vice-Chair of the Intergovernmental Affairs Committee.

CONFIRMATION OF AGENDA

• Moved by Councillor Pootmans

  That the Agenda for the 2024 November 13 Regular Meeting of the Intergovernmental Affairs Committee be confirmed.

  MOTION CARRIED

  By General Consent, Committee postponed Item 9.1 Regional Economic Development Update (Verbal), IGA2024-1250, to be dealt with following Item 9.3 Alberta Municipalities Update - November 2024 (Verbal), IGA2024-1181.

Regional Economic Development Update (Verbal), IGA2024-1250

This Item was dealt with following Item 9.3.

A presentation entitled "Collaborative Regional Economic Development (CRED)" was distributed with respect to Verbal Report IGA2024-1250. 

• Moved by Mayor Gondek

  That pursuant to Sections 21 (Disclosure harmful to intergovernmental relations) and 25 (Disclosure harmful to economic and other interests of a public body) of the Freedom of Information and Protection of Privacy Act, the Intergovernmental Affairs Committee now move into Closed Meeting, at 9:49 a.m. in the Council Boardroom, to discuss confidential matters with respect to Item 9.1, Regional Economic Development Update (Verbal), IGA2024-1250.

  And further, that Bonnie Nunnari, Brad Parry, and Deana Haley, Calgary Economic Development, be authorized to attend the Closed Meeting with respect to Item 9.1, Regional Economic Development Update (Verbal), IGA2024-1250.

  That with respect to Verbal Report IGA2024-1250, the following be approved:

  That the Intergovernmental Affairs Committee:

  1. Forward this report to the 2024 November 26 Regular Meeting of Council and recommend that Council receive the presentation for the Corporate Record;
  2. Recommend that Calgary Metropolitan Region Board representatives consider Calgary Economic Development’s presentation and meeting discussions for the November 22 Calgary Metropolitan Region Board meeting; and
  3. Direct that the Closed Meeting discussions remain confidential pursuant to Sections 21 (Disclosure harmful to intergovernmental relations) and 25 (Disclose harmful to economic and other interests of a public body) of the Freedom of Information and Protection of Privacy Act.

This Item was dealt with following Confirmation of Minutes.

  That with respect to Verbal Report IGA2024-1182, the following be approved:

  That the Intergovernmental Affairs Committee recommend that Council receive the document entitled "Federation of Canadian Municipalities (FCM) Update - November 2024 (Verbal)" for the Corporate Record.
