2024 Federal and Provincial Budget Recommendations, IGA2023-0758

Councillor Sharp (Remote Member) joined the meeting at 9:40 a.m.

• Moved by Councillor Walcott

  That with respect to Report IGA2023-0758, the following be approved:

  That the Intergovernmental Affairs Committee:

  1. Recommends that Council direct Administration to prepare a federal budget submission to the Government of Canada’s Deputy Prime Minister and Minister of Finance, and request Mayor Gondek to sign and submit on behalf of Council.
  2. Recommends that Council direct Administration to prepare a provincial budget submission to the Government of Alberta’s Minister of Finance, and request Mayor Gondek to sign and submit on behalf of Council.
  3. Forward this report to the July 25 Public Hearing Council as an item of urgent business.

  Moved by Councillor Chabot

  That with respect to Report IGA2023-0780, the following be approved, after amendment:

  That Intergovernmental Affairs Committee forward this report as a matter of urgent business to the 2023 July 25 Council Meeting; and

  That Intergovernmental Affairs Committee recommend that Council:

  1. Request that Mayor Gondek jointly sign the Letter of Intent (Attachment 2) with the Reeve of Rocky View County;
  2. Approve the attached Terms of Reference (Attachment 3) for the Prairie Economic Gateway initiative;
  3. Include the role of the Prairie Economic Gateway initiative – Elected Steering Committee as described in the Terms of Reference as part of the work of the Rocky View County – City of Calgary Annexation Negotiation Committee;
  4. Rename the Rocky View County – City of Calgary Annexation Negotiation Committee as the Prairie Economic Gateway Committee; and
  5. Direct that the Closed Meeting discussions remain confidential pursuant to Section 21 (Disclosure harmful to intergovernmental relations) of the Freedom of Information and Protection of Privacy Act, to be reviewed by 2028 July 24.

A confidential presentation entitled "City of Calgary – Intermunicipal Update (Verbal)" was distributed with respect to Confidential Verbal Report IGA2023-0794.

  That with respect to Confidential Verbal Report IGA2023-0794, the following be approved:

  That Intergovernmental Affairs Committee:

  1. Forward this Report to the 2023 July 25 Public Hearing Meeting of Council as an Item of Confidential Urgent Business; and

  That Intergovernmental Affairs Committee recommend that Council:

  1. Adopt Option 2 contained in the Confidential Presentation;
  2. Request that the Calgary Annexation Negotiation Committee members inform the Foothills County Annexation Negotiation Committee members of the 2023 July 25 Closed Meeting discussions;
  3. Direct that the Closed Meeting discussions and presentation remain confidential pursuant to Sections 16 (Disclosure harmful to business interests of a third party) and Section 21 (Disclosure harmful to intergovernmental relations) of the Freedom of Information and Protection of Privacy Act, to be reviewed by 2033 July 25; and
  4. Direct that, notwithstanding recommendation 3, the confidential discussion and recommendation 1 be communicated to affected parties and the public in due course.
